TX-Gov: Perry, Hutchison Raise Money from Washington

It would be expected for Kay Bailey Hutchison, who has been in the U.S. Senate since 1993, to raise a significant amount of money from Washington, D.C. for her gubernatorial campaign.

However, Rick Perry -- the guy who cannot go one speech without blaming all of Texas' problems on "Washington" -- actually raised more money from Washington than Hutchison did in 2009.

From Jason Embry's First Reading:

Kate Alexander, the Statesman’s data guru, ran some numbers and found that, in the second half of 2009, Perry raised $37,500 in Washington, while Hutchison raised $19,900. For all of 2009, Hutchison raised $45,165 from Washington and Perry raised $38,225. (As a sitting governor, Perry was barred from raising money for almost all of the first half of 2009 because of the legislative session.)

Embry notes that Hutchison transfered $600,000 from her senate account and so, if that amount is included, she likely did raise more from Washington in 2009.

There should be no surprise that national Republicans are taking a financial interest in a primary that is billing billed as a battle for the soul of the Republican Party. What is slightly surprising is that Perry leads Hutchison in fundraising in a city that she has spent more than fifteen years working in.

The First Reading link also mentions the Perry Campaign's PHHQ strategy for rewarding people for bringing in people to support Perry.

State Field Director:
 Senior staff who will oversee the day to day operations of the PHHQ project.

Regional Field Directors: Each will be assigned to a region of state (Central Texas, Greater Dallas County, Greater Tarrant County, North Texas, East Texas, South Texas, both West Texas and Greater Houston will have 2 Regional Field Directors). They will work with the Field Staff in their region to help them recruit PHHQs and ensure that the PHHQs have whatever they need to be successful.

Field Staff: Volunteers and part-time workers paid based on performance, they will be the link between TRP and the PHHQs. They will be responsible for the recruitment and encouragement of PHHQs.

Perry Home Headquarters: Volunteers given the ability to run their very own mini-campaign to identify, persuade and turnout 12 votes for Governor Perry.

This is very unusual.

It is unclear whether all of those people were involved in the Perry Home Headquarters program, although Perry spokesman Mark Miner did not dispute that the surge in payments to part-time workers was linked to it.

Alexander found that Jeff Cline of Rockwall received 14 payments from the Perry campaign totaling $34,060. The Perry campaign paid at least $10,000 in the second half of the year to seven workers.

The Perry campaign projects that the program could deliver more than 500,000 voters. If that target is reached, Perry is extremely likely to become the Republican nominee in March. But if the recruits don't follow through on their pledge to vote for Perry, the governor's campaign could be throwing a lot of money away. [emphasis added.]

Is the very soul of the Republican Party a well-oiled pyramid scheme? Or maybe it's a ponzi scheme? I wonder if the participants pay a small fee to join up? I can only imagine.

Sounds more like Mary Kay than Bernie Madoff but you do have to wonder if its legal. Not that legal matters.

At least they're "gainfully employed" which is probably how the Perry campaign will spin it.

Personally I'd rather have a governor who put felons back to work than a governor endorsed by war criminals although I'd rather not have either of them.

He really isn't doing anything the Democrats haven't done with the ward heelers through the years although his cash is on top of the table instead of under it.

I thought "buying votes" was illegal although I suppose the Republicans have adopted Kay Bailey Hutchison's "Democrats commit crimes, Republicans commit technicalities" maxim.

No doubt thanks to the Supreme Court we will soon be overwhelmed by television ads promoting the corporate candidates for governor of Texas.  

Anyone want to place a bet on who picks up the "sponsorship" of Exxon-Mobil?
