Can't it be both? (H/t to Harold). Also - have Republicans taken some version of the H1N1 vaccine that doubles as a truth serum? Between Delay admitting he's lost his mind and that TxDOT commissioner proclaiming he's the "most arrogant Commissioner of the most arrogant state agency in the history of the state of Texas" I'm starting to think Republicans have finally decided to stop lying at every opportunity. New slogan for Texas Republicans: "Insane or stupid - we can't figure out which!"
