Text of Impeachment Resolution that Narrowly Failed at TDP Convention

Resolution to Impeach President George W. Bush

WHEREAS, President Bush has broken federal laws, intentionally violated the Constitution, and abused the power of his office to the extreme detriment of the country and the people's interests, constituting high crimes and misdemeanors; and

WHEREAS, President Bush has publicly admitted to ordering the National Security Agency to violate provisions of the Foreign Intelligence Surveillance Act of 1978, specifically authorizing the Agency to spy on American citizens without warrant, a violation of the Fourth Amendment and a federal offense punishable by up to five years in prison; and

WHEREAS, Evidence suggests that President Bush authorized the use of certain acts of torture to be used in the interrogation of detainees in American detention centers; and

WHEREAS, The Bush Administration has held American citizens and citizens of other nations as prisoners of war without charge or trial; and

WHEREAS, The United States government has been embarrassed by revelations of torture and abuse of detainees at Abu Ghraib and other American detention facilities around the world; and

WHEREAS, article 13 of the Geneva Conventions states that, "Prisoners of war must at all times be humanely treated," and article 17 states that " No physical or mental torture, nor any other form of coercion, may be inflicted on prisoners of war to secure from them information of any kind whatever."

WHEREAS, the United States is a signatory to the Geneva Conventions and article IV of the United States Constitution provides that "…all treaties made, or which shall be made, under the authority of the United States, shall be the supreme law of the land."; and

WHEREAS, The Bush Administration's defiance of the Geneva Conventions has potentially threatened the lives and well-being of American soldiers captured as prisoners of war in future conflicts; and

WHEREAS, the War Crimes Act of 1996 establishes that a person who acts in breach of the Geneva Conventions has committed a war crime and is subject to punishment under federal law; and

WHEREAS, President Bush conspired with others to defraud the United States of America by intentionally misleading Congress and the American people of the United States regarding the threat from Iraq in order to justify a war against the sovereign nation of Iraq in violation of Section 371 of Title 18 of the United States Code; and

WHEREAS, Saddam Hussein was a despotic leader who had used chemical weapons against Iran, and the Kurdish and Shia people, and required appropriate attention by the United States and the international community; and

WHEREAS, Iraq posed no threat to the territory or people of the United States; and

WHEREAS, in March 2003 prior to the Iraq invasion, United Nations weapons inspectors were on the ground in Iraq, uninhibited from performing their job of monitoring Iraq's weapons of mass destruction capabilities; and

WHEREAS, prior to the Iraq invasion, the U.S. controlled over 60% of Iraqi airspace, while Saddam Hussein's military only controlled 80% of its own territory; and

WHEREAS, the 2003 invasion of Iraq has resulted in over 2400 American military casualties, tens of thousands of American wounded, tens of thousands of dead Iraqi civilians, and has caused the United States to incur over $285 billion of dollars in unnecessary expenses and diminished military readiness; and

WHEREAS, The Bush administration's defiance of international law to invade Iraq has tarnished the United States' reputation as a country based in principles of human rights and threatened America's integrity in the international community; and

WHEREAS, The Bush Administration leaked classified national secrets to further a political agenda, exposing an unknown number of covert U. S. intelligence agents to potential harm and retribution while simultaneously refusing to investigate the matter; and

WHEREAS, The Republican-controlled Congress has declined to fully investigate any of these charges to date; therefore, be it

RESOLVED, BY THE Texas Democratic Party, that the President of the United States, George W.  Bush, has willfully violated his Oath of Office to preserve, protect and defend the Constitution of the United States and should be impeached by the U.S House of Representatives; and be it further

RESOLVED, That George W. Bush, if found guilty of the charges contained herein, should be removed from office and disqualified to hold any other office in the United States.

Convention from SD 26

This was my first state convention.  The experience was bittersweet, but I have to say I enjoyed it and I will be back again for the next.  On Thursday I drove nonstop from San Antonio to Fort Worth and almost lost my hotel room because it wasn't put into the computer.  (I'd booked it Wednesday night).

My Texas Convention Experience

I attended the convention.  I arrived early Thursday and was there till mid-day Sunday.  While there was business I needed to attend to as far as my SD5 and Stonewall caucus, I was also there to meet and network with other great Democrats from across the state. This was my main concern.

Texas Politics at it's Best & Worst

I spent the last few days in Fort Worth at the Texas Democratic State Convention.  It was thrilling to see so many active Democrats who are passionate about their beliefs and politics all in one place.  I was lucky enough to meet wonderful people from all over the state.  The ages ranged from 16 to 82 and all of them ready to fight and win America back from the Repugnants.  This was exciting for an old fart who has been actively in politics and civil rights for 40 years.

No Lights at the Fights?

What did I miss here? Didnt any blogger notice the lack of lights in the arena at the Dem Convention?
Here were the poor Delegates forced into a record-setting 3 roll-call votes practically in the dark.
Now I have been in this arena for other things and I know for a fact that they got lights besides the occasional spot light.
Did the State Party not agree to pay for a decent level of light in the arena? What gives? And dont tell me the "fuse" story. Do not believe that.
What's with the zillion or so Boyd Richie Signs in the hall Saturday Morning? There were obviously lots of bucks wasted on signs placed on empty chairs. Over Kill plus a deal cut with certain printers maybe? As one Richie Delegate said to me "Isn't this a bit much? "
And bloggers : why didn't the Land Commissioner Candidate address the convention?Didn't notice this interesting omission? Did she make somebody with power and money mad? Aren't the Delegates, who represent many different interest groups entitled to hear her anyway? Then the question of how many folks actually showed up to be delegates.What was the actual number?

State Convention Wrap Up

First and foremost the TDP deserves mad props going out of their way to accomadate us bloggers.  We received press credintials, had free WiFi all over the convention center, and were given an area at the front of the convention floor.  And is it great to have press credentials!  Everyday there was wide selection of muffins, bagels, coffee, tea, soda, and bottled water in the morning.  At lunch there were three different choices of box lunches.

That being said, the only thing I would have like to have seen done differently was power provided on the floor.  After the first floor vote for party chair, my battery went dead.  I then stared using Vince's.  His died as the roll call was being done for the run off.  Something to work on for next time is bring a webcam on the floor, or even a camcorder.  I would have been nice to upload some video of some of the speeches. 

Also, it was nice to interact with the MSM.  As much grief as they get from bloggers, they are people too.  There were a few that actually talked to us and asked us what we thought about certain things.  Other weren't that social, but were polite and certainly didn't look down on us "insurgents". 

The state party race when pretty much as I figured it would.  The only exception was the final results.  I figured it would have been more like 60%-40%.  Also as expected there were plenty of sour grapes to go around.  Some site back room deals, some spoke of coercion, and others blamed stacking the nominations committee or undue influce over the convention leadership.  Glen was right to "report for duty".  I hope that others follow suit. 

All of that aside, I really enjoyed getting to know Hank Gilbert, our candidate for Ag Commish.  I really think he could mop the floor with Todd Staples all things being equal.  Unfortunatly, it will be an uphill battle, but I think he's the man for the job.

State Party Chair Run Off

Well it's over.  The new party chair will be Boyd Richie.  The rough precentages were 52% - 48%.  Maxey gave a great concession speech about how this was a great conversation (the party chair race) and that it's now time to for the party to come together and win in November.

That's it for me.  I'll probably file a wrap up story later this evening.

State Chair Elections *Update*

1:20pm The nominations committee have accepted the nominations of all declared candidates.  Each candidate gets six minutes to speak.  The  eople seconding nominations get two minutes to speak.  I'll try to provide the highlights.

Boyd Richie:Boyd is speaking on the highlights of his six months.  The voter file has been updated.  A deputy press person has been appointed for hispanic media outreach.  His biggest accomplishmet was the temporary restraining order against the GOP replacing Tom DeLay.

Glen Maxey:  The party is relevant.  It's relevent for eduction, ending the war in Iraq, helthcare, women's right to choose.  To make the people relevant.  We have to work in all counties, not just target certain races.  Give donors a reason to invest in the party.  We have to reach out to the bluest part of the state: south Texas.  Build infrastructure through 2006 with 2008 in our sites. Organize not just in election years, but year round and prepare for every election for years to come.

Charlie Urbana-Jones:  We must understand that the state party is disconnected from the grassroots.  Get away from paid consultants and back to the grassroots.  First, no slinging mud at fellow Democrats.  Go to our communities and talk about the issues.  Email is great, but we have to go door to door and talk to our neighbors.  If you want to win the women's vote, you must run women candidates.  We can't go to the trial lawyers anymore to finance the party.  We need a small buisness agenda.  We must reach out to the emerging Asian community.  We much reach out to the high tech workers that thought they were Republicans until their jobs were sent overseas.

Kesha Rogers:  (Ed Note: Oh my God, we have a LaRouge person running.  This should be interesting.)In danger of losing our principals as a nation.  We must go back to the ideals of FDR.  Challege the traditions necessary to have an impact on the community.  Get Cheny our now.  Fought strong to bring down Tom DeLay by going door to door.  Bring in young people and the counties not represented here. Take Texas out of the Bushes and into the future without DeLay.

We are about to go into caucus.  I'll get
back to you when the talleys start to come in.


3:00  Well SD 14 is done voting (Travis County)  the rough numbers were 80% Maxey, 15% Boyd and 5% Jones.  When the offical talley is given of the whole convention I'll get back to you.  With four candidates, there is always the possiblity of a runoff.

3:35  All but four districts are in and the results are as follows:

Richie - 50.74
Maxey - 37.57
Jones - 10.50
Rogers 1.11 

More when they are available.  Out right now are SD 4, 19, 24 and 28. (The Woodlands, Southwest Texas (Madla's old distric), North Central Texas and the Panhandle)

3:56  It's a runoff the results are:

Richie: 48.00
Maxey:  37.64
Jones: 12.90
Rogers: 1.47
