TX-10: Democrat Jack McDonald Forms Exploratory Committee

High-tech executive Jack McDonald of Austin has formed an exploratory for the congressional seat currently head by Michael McCaul, the Austin American-Statesman reports.

From the Statesman:

... an Austin high-tech executive, John T. “Jack” McDonald, confirmed today that he’s started a federal exploratory committee in advance of likely running for McCaul’s seat as a Democrat next year—regardless of whether McCaul, R-Austin, hunts a fourth two-year term.

But the 45-year-old lawyer-business, who’s ceo of Austin-based Perficient, said he and his wife, Carla, have been encouraged by Democrats, independents and Republicans who’d like to see someone with business experience in Congress at a time the national and international economy need attention.

McDonald, who’s been involved in luring companies to Central Texas in roles with the Greater Austin Chamber of Commerce and other civic ventures, said: “I’m in this race because I think we can do better than what we’ve got today. We need people in Washington that understand the way the real world works—-people who have created jobs, who have run a business… I don’t think we have that kind of leadership in Congress today.”

While he wasn’t laying out an entire platform in our conversation, McDonald said he’d focus on setting politicies out of Washington promoting job creation by small businesses. He mentioned Small Business Administration loans, reduced capital gains taxes and steps that would promote capital and venture capital formation.

I had the chance to sit down with Mr. McDonald a few weeks ago and I was very, very impressed. He is a rare candidate: one who has impressive progressive credentials but can also appeal to the Independents and moderate Republicans he will need to win in this district.

McDonald will be able to raise serious money (perhaps even as much as $3 million) and could make this one of the top national pick up opportunities for Democrats. All Texas Democrats should be excited about this race. We have a candidate who will not only make a great congressman but has the talent and resources needed to actually win the race.

Mike McCaul has said he will seek re-election but do not be surprised if he reconsiders and jumps into the race for Attorney General once McDonald's fundraising ability becomes apparent.

Update: Mean Rachel and Rob Ryland bring up several good points in the comments. Though he has contributed a substantial amount of money to Democrats in recent years, McDonald contributed to both of George W. Bush's presidential campaigns.

While the amount of money he has contributed to Democrats greatly outweighs the money he gave to Republicans, it is still an issue his campaign will need to address in the coming months before the Democratic primary.

A) Excited? Been there, done that.
A.1) Is cash enough to overcome McCaul's voting bloc @ the Houston end of the district?

2) McCaul? Jump? I doubt it. Not till the district is redrawn. And I doubt it will get significantly redrawn.

Assuming a Republican is elected Attorney General, the next opening would not be until 2018. You may be right, but its not as if he could jump right after the district is redrawn.

Is he politically tested? (0.00 / 0)
The bio on his website touts his pretty impressive business credentials and work with non-partisan non-profit organizations.  Does he have a record of political engagement that will help us get a feel for how he might serve as a Congressman?  Reducing capital gains taxes isn't exactly doing it for me, though I suppose I would vote for just about anyone other than McCaul (not that I live in the district, mind you).

Any reason that he doesn't say he (3.00 / 1)
is a democrat anywhere except once in the middle of his bio.?

The debt clock, words like "fiscally conservative", "strong values" and "God-given potential" sure seem like republican dog whistle slogans to me.

Whatever it takes, I guess.

I hope he is intending on fooling them rather than him fooling us.

Hi ALL,

Jack and Carla are close friends of mine.  Democrat?  Absolutely.  He's probably more liberal than I am on social issues and his fiscal conservativeness is about economic opportunity for everyone.  Gotta win about 37% of the vote from Harris County portion of the district, do as well as D Supreme Court candidates in the other counties and have a good showing in Travis County - it's doable.

Jack's progressive credentials?  He grew up to working class parents - 7 folks in a 750 sq foot home.  Loans, grants and scholarships got him through school (the first in his family).  Smarts, hard work and some breaks allowed him to succeed financially & professionally.  Now he's focused on opportunities for others.  

We've worked together on PeopleFund & PeopleTrust businesses (loans and housing for low & moderate income Austinites), entrepreneurship, education and preserving/strengthening our technology base of jobs in Central Texas.  He's the real deal.  A bunch of us have been pushing him to run for a couple of years now.  Doesn't matter if the incumbent runs again.  Michael McCaul hasn't done a damn thing during his two (now third) terms in office.  The people of District 10 will elect a guy who understands how to create job, manage budgets and provide opportunities and help for those in need.

but did anyone look at how much he's given to Bush over the years?

John T. McDonald, formerly of Beekman Ventures, gave Bush $1000 in 1999 and then another $500 for his re-elect.

He then conveniently started shelling out for Democrats in 2007.  Maybe since Eugene is friends with him and has been encouraging him to run for a couple of years, he can give us some insight on that.

Sounds about as much of a "real-deal" Democrat as a certain Bush-appointed Ambassador to me.

Both Bush donations were in the primary, not the general.

He seems to be going with the non-partisan schtick, which is probably prudent, given the district, but he'll need to spend some money to win a contested Democratic primary. Doesn't look like that will be a problem.

Don't jump to conclusions (0.00 / 0)
I don't know Jack McDonald. I don't know whether he's the dream candidate we've been waiting for, or a total dud. But I do know that we're in no position to rule somebody out because of his political donations 5+ years ago.

Let's hear the man out. Let him describe what he wants to accomplish, and how he plans to get elected. Let's compare him to the alternatives (of which I count zero so far). There's no need to pick sides in the primary when we don't even know who's running!

Winning in CD10 is going to be very hard, thanks to the growth of the Harris County part of the district. To win, a Democrat has to minimize his losses is Cypress and Katy. That means he needs to raise a ton of money, and he can't be a stereotypical Austin liberal. McDonald's high-tech business background won't play well in the rural counties that make up under 20% of the district, but it might play well in the Houston suburbs that make up over 40% of the district.

I wonder if Jack (a New Yorker, btw) has ever stopped to chat with voters between Manor and Cypress. Because that's where he'll need to make his case, and I'm having a hard time imagining that from a venture capitalist and high-tech CEO from NY (Fordham, no less)who's only been in Texas for less than a decade.

Seems like a good guy but as a CD-10 constituent  and party guy I'll have to see something more to convince me he's got a chance in hell. Personally I think the district is unwinnable in it's current form and will have to be redrawn in 2011 anyway (over 330K votes there in '08). Of course if McCaul is jumping ship it'd be crazy not to have a viable Democratic candidate in the race.

From what we observed with LJD, it really seems like where the votes need to be dredged up is in the Katy area.  We should be looking for a Houston-based candidate with deep pockets and no GOP giving/voting history (in other words, a unicorn).  

I'm kind of with you Rob on the unwinnable factor...if LJD couldn't do it with a cowboy hat, a southern drawl and a relative amount of pre-established name ID (albeit reality TV name ID), I don't know who could.  Then again, it's possible that Obama hurt LJD in those Hwy. 290 counties.  I'm sure those Kleinschmidt mailers didn't help.  Ahem.

BTW, I used the contact us form on McD's website to see if he has an explanation for his contributions to Bush and why he's spent the last year burying them with contribs to Dems.  Will let you know if/what I hear back.

Hey, sorry I haven't checked in.

Fair questions.  I'll share my perspective.

I disagree that a Democrat from Austin can't win the district. Though, I concur it isn't just any Democrat. Jack's resume is what it'll take to attract the right D votes in Austin as well as bi-partisan votes from across the district.  He's already being embraced in Harris County and counties all the way to Travis.

Jack moved to Texas with the perspective of Bush as a bi-partisan governor. I knew about the $1k and $500 primary contributions (admittedly mistakes). These were given in response to important business asks and, though it may seem like a lot, they were token contributions.   Jack and Carla both maxed out ($4.6k each) to Obama and they gave $25k to Blue Texas, the PAC to support D candidates around the state.  Ask Ian Davis, Andy Brown and other Travis County Democratic Party guys about Jack.  He's been very helpful and donated at least $5k to the county Democratic party that I know of.

The reason Jack can win is that he traverses party lines.  Fair questions about previous contributions and let's put them in the context of the tens of thousands he's given to D's and the party.  Also, we can go back as far as the 1980's when he worked for his Democratic congressman during college.   Additionally, he's given years of time, money and effort to creating jobs (he created over 1,200 in his business), providing affordable health care (People's Community Clinic), extending credit and technical assistance to women & minority owned businesses (PeopleFund), affordable housing (PeopleTrust), quality education for low & moderate income students (KIPP Schools & American Youthworks, the latter where they helped raised over $1 million).  

Just who I know of . . . Jack's endorsed by our friends Senator Kirk Watson, Rep. Mark Strama and Austin-based President Obama National Finance Committee members (Kirk Rudy, Alexa Wesner & myself) as well as major local/state/national D donors: John & Julie Thornton, Chris Mattson & John McHale & Roy Spence. I don't know if Andy Brown and Ian Davis can endorse yet, but I know they know Jack well and will tell you he's an important and enthusiastic Democrat.
