Texas Congressional 1Q Fundraising: Might Ralph Hall Switch or Retire?

So the first quarter of fundraising is over and while the focus was mostly on the presidential candidates, let's not forget about our incumbent members of Congress. In order to do that, I've compiled data for all 32 members in Texas and sorted them in four categories: 1Q Raised, 1Q Spent, Cash on Hand, and their Burn rate (calculated as spent/raised so the higher the number the more spent).

Click on the different tabs below to see the totals. Democrats in bold but all are marked by party. Al Green has not yet filed (not uncommon). If it's not displaying below, click here.

Glad to see Chet (D), Lampson (D), and Ciro (D) high on that list, though I'm sure Lampson would like a bit more knowing that he will have the toughest re-election fight in Texas. Six of the seven worst fundraisers were Republicans.

But what is up with Ron Paul (R) and Ralph Hall (R)? I know Paul is running for President (as a Republican, not Libertarian) but Hall pulled in a meager $2000. Hall is old (84) but hasn't announced any plans to retire. Could this be a sign? He also used to be a Democrat until he switched parties after the DeLay redistricting forced him into a more Republican district. Might be be convinced to switch back? Under House rules he'd retain his seniority and seeing as he's been in congress since 1981, that's a lot of rank he could pull.

In terms of Cash on Hand, Austin's Lloyd Doggett (D) is #1 with $1.95 million. But after that it's mostly Republican, though some notably lower than 2 years ago like Lamar Smith (R) and Pete Sessions (R). That's one nice side effect of the campaigns of John Courage and Will Pryor.

As to the burn rate- anything over 1 indicates more money being spent than raised. Texas Democrats did very well in this category holding 10 of the 14 best spots, holding on to their cash and building up their warchests.  Paul (R) is the worst burner but his attention is elsewhere so no surprise. Hall (R) takes the number 2 spot- further hints at potential retirement?

We might as well try and field a strong candidate this time.  They will either be going against a small pocket Hall or against a non-incumbent.

I'm not sure I would read too much into Hall's fundraising.  If I remember correctly, he started off slowly last campaign also.  I have every reason believe that he will run again. 

I have taken the intial steps to get reorganized and plan on moving full speed ahead soon.  Here are some links highlighting the 2006 campaign:

I'm very proud of the people that helped me build a strong challenge to Hall last year.  I learned from that experience and will do even better this time.  I have no doubt Texas voters want a Congressman who will fight for 1) job and retirement security, 2) universal health care, 3) clean, affordable energy and 4) a safe, secure America.  The key for me is to convince Democrats like the "Gipper," as well as indpendents and republican, that they have a real alternative to Hall's message of fear and failure.

P.S. Gipper, before you post your usual "I know Glenn ...," please let me know who you are.  If you are a Democrat in Sherman, then I could sure use your help.

...in 2001 in Muenster, and my scoutmaster rips on him for being a Dem from the pulpit of the Catholic church, in front of about 100 family/friends.  Hell we sent him an invitation for the hell of it, and low and behold the guy shows up.  He won't switch back - read the Rockwall or the Sherman papers' op-ed sections sometime.  They use us Dems for target practice.

Didn't he make a statement at one point that he only planned to serve through Bush's tenure?  I would dig it up but this damn senior thesis is killing me.

Culberson (2.00 / 1)
I find it comforting that besides Mr. Hall, John Culberson is on the bottom of the list for Cash on Hand among Republicans.  It, like with Smith and Sessions, is a sign of the positive effects of Henley's campaign.  I don't know if Culberson can be beat in 2008, but by the money numbers he can certainly be given a scare.

I was looking for other campaigns drained because of challegners. That's another one of them. Any word on whether Barbara Ann Radnofsky might be interested?

I hope so, though.  I talked to someone who think she is going to try and make another statewide run, but I don't know how much sense that makes to me.  She would be an excellent opponent, though.

1st quarter fundraising in DC (3.00 / 1)
is usually pretty slow.

Most PACs are tapped from the recently concluded cycle.

Also a lot of the members on the Frontline list (like Ciro) will get a lot more of their money later because all members are asked to cap out to them and it takes a few quarters for most members to build up enough surplus to keep up with Dtrip dues ($150k per cycle or more depending on committee assignments) and regular expenses.

This first quarter amount for Ciro is almost half of what he used to raise in an entire 2-year cycle.  Clearly the push Pelosi is making on his behalf is paying benefits.

Since Al Green is on an exlusive committee (financial institutions) he should be able to raise a ton even without a serious opponent in the primary or general.

And Charlie should have the type of seniority to really make it payoff on the Commerce Committee (also an exclusive). Charlie's COH is usually low because he writes lots of checks to other members and has a HUGE button to make with Dtrip dues and money he is required to raise for Pelosi.

Solomon Ortiz' COH would be troubling under the old map...but under this new map he shouldn't really have a problem.

Carter's COH is oddly low.  That district could be marginally competitive if we had the right candidate.  He hasn't been in long enough to amass a fortune, but his most recent election wasn't exactly a barn burner so one would think he would have more on hand.  It looks like his COH is basically attributed to his 1Q fundraising.

And thanks for the added insights. The DCCC dues are interesting issue and a lot of Dems are rebuilding after having sent a lot of cash to the committee last cycle to help other Dems win seats. That and many of the Dems in Texas don't really have touch elections so they don't maintain big warchest. Add on top of that the fact they are often economically disadvantaged districts and you knock out the bases of fundraising that GOP incumbents usually have. Given all that, I'm still fairly impressed with our field.

Sorry, missed it on first reading. I'm just guessing here, but I bet he's doing everything through his Pres committee right now. I presume he can transfer funds later as needed. The national Lib network is probably more likely to shell out for him as a Pres candidate than as a Congressman (again, just guessing).

  I don't see the 1Q totals here for Cornyn.  What were his latest numbers?

"Texas Sen. John Cornyn, who plans to seek a second term in 2008, has raised nearly $6.9 million this election cycle and had half of it as cash on hand at the end of the month.

Cornyn is likely to draw opposition as he seeks another six years in the Senate, where both Texas seats are held by Republicans.

He reported raising $984,036 in the first three months of the year, bringing his total for the 2008 election cycle to nearly $6.9 million.

The report, for activity from Jan. 1 to March 31, shows Cornyn had $3.8 million cash on hand for the race that is certain to be expensive.

About $740,000 of his contributions during the year's first three months came from individuals and about $200,000 from political action committees."

No, thanks to my hero, LBJ, you can run for President or Veep and Senate at the same time.

There are some like Edwards in '04 who decline to run for re-election to Senate as it signals a lack of faith in their ability to win the big one.

I think our best option to get him out of the way would be to get him appointed to the Supreme Court...but I'm hoping Congress has gotten smarter about Bush bringing in his sheep.
