I don't know what her overall record on public transit has been but she's actually been a good booster (and bringer of federal funds) to DART and Houston's passenger rail program, going up against Tom DeLay and other suburban Houston congressmen to do so. So I wouldn't be terribly surprised if she has a decent record on commuter and long-distance rail, and if that is the case, having  someone from Texas fill the position could be key to bringing federal mass transit dollars to Texas.
Of course, as the above comment says, I doubt the appointment is likely to happen in the first place.
