Bexar County Democrats Appoint Historic New Chairman in Troubling Times

It was the best of times, it was the worst of times.

The Dickens line seems appropriate as Bexar County Democratic Party (BCDP) makes history and faces strife going into 2010.

History was made as Bexar County appointed a new chair to take the lead of BCDP. Roberto Flores' selection makes him the first openly gay chair of the local party. He is a proven leader with in the LGBT community and Democratic party and has shown an ability to put together strong coalitions across the county.

Flores has been serving as co-chairman of the Stonewall Democrats of San Antonio. The group was founded in 2000 and became hyper organized during the No Nonsense in November campaign in 2005 as Flores and his partner Dan Graney were instrumental in organizing San Antonio.

The reason for the pre-election appointment is due to the fact, recent chairwoman Carla Vela, has decided to run for Bexar County clerk.

While we would normally celebrate this historic move in Bexar County and the continued growth of BCDP, Flores is met head on with immediate challenges.

As outgoing chair of the party described the current situation, it is a "terrible day for Democrats".

The San Antonio Express News is reporting, Dwayne E. Adams, took over $200,000 from the local party over the last year. The accounts were exclusively used for primary elections and party operations.

Carla Vela - who resigned as chairwoman Tuesday night because she intends to run for Bexar County clerk - said Treasurer Dwayne E. Adams, 54, took funds over the past several months from a Compass Bank account that the party uses exclusively for primary elections.

She also said Adams dipped into the party's operating account, which now is overdrawn.

Vela said the party pressed charges Wednesday against Adams with the district attorney's office.

Adams could not be reached for comment Wednesday.

While this is a tough time for the local party, the amount of progress it has made in the past decade and the infrastructure the Bexar County Democratic Party has put together is impressive.

When Carla Vela took over the party in 2006, former Chair Rudy Casias had dismantled the party with a total lack of leadership.

When Vela took office the following year, the party was nearly penniless and without a headquarters. The chairman she replaced, Rudy Casias, had fought almost ceaselessly with the party's County Executive Committee, leaving the organization shot through with internecine strife.

As a general note, it doesn't appear Adam's trail of lies and deception end with his work at the Bexar County Democratic Party.

Bexar County Democrats aren't the only associates of Adams feeling burned. Nabil Jadallah, former owner of the Bandera Shell convenience store at Bandera Road and Loop 410, said he sold the business to Adams in May. Jadallah said Adams owes him $45,000 in rent and almost $5,000 in unpaid bills.

Jadallah said he evicted Adams from the property in October and subsequently filed a lawsuit against him in small claims court.

As the party resolves the ongoing situation, it is still in a better spot than 2006. There is a headquarters. There is infrastructure. There are loyal, well organized Democrats. There is a commitment to win and work together.

Luckily, the new, historic chairman is also a qualified and committed leader. The appointment of Roberto Flores seems both fortuitous and timely.

the best news for the bexar county dems is that Choco Meza is running for party chair (chocomeza.com).

Choco is a great person and will be a great leader for our party in Bexar.

Vela's Role Very Glossed Over (5.00 / 1)
In my opinion, the above assessment really glosses over Carla Vela, who bears a great deal of responsibility for what has happened.

The bucks tops with her and it smacks of incompetence, especially considering that county party now owes the county $300,000.

A bounced check from July and only now realizes something is wrong.  That's absurd. From the article:

At a news conference inside a former funeral home that now serves as the party's headquarters, Vela struggled to explain how she only learned two days ago that Adams had been draining money from the party's primary account for 13 months.

That's despite County Auditor Tommy Tompkins' public complaints in August that the party had bounced a $100,000 check to the county for 2008 primary expenses.

At that time, Vela insisted the problem simply was a bank error. She said Wednesday that Adams told her "the bank gave us the wrong account number" when Compass Bank took over Laredo National Bank in 2008. She added that Tompkins never formally notified her that the check had bounced.

Tompkins disputed both of those points Wednesday.

"The check was bounced because there were insufficient funds to cover that $100,000, not because of a closed or wrong account," he said. "I find it hard to believe that (Vela) is saying she just now found out about it when she had an e-mail I sent her back in July."

And as far as the party having a new headquarters, it's a joke.  The new HQ has no AC or heat.  But it gets better, the party moved into the new HQ knowing it didn't have AC or heat and that the landlord wasn't going to fix it.  I believe the party is paying $1500 per month rent.  If Carla had doubts about the current treasurer Adams, why did she let him negotiate the lease for this new HQ?

There were plenty of red flags around her that she should have noticed something.  She ignored $200,000 walking out the door and now she wants to be County Clerk?

When someone brought it to her attention that something was wrong with Adams, she dismissed his concerns to one of the myriad of committees that the party has. Passing the buck.

In both the WOAI and KSAT stories, Vela says she heard rumors about a check bouncing and that she kept asking Adams for the receipts.  All that time during the rumors she never once went to the bank to check the accounts?  She only decides to go a day or two before the CEC mtg. Total incompetence.


An extraordinary challenge for Bexar County Democrats (0.00 / 0)
For those who really want to see Democrats win in Bexar County and statewide, it's time to rise to the occasion.

RBearSAT made an excellent point this morning on the article in the San Antonio Express-News:

The biggest problem is that people like Concerned Dem who appear to have gripes are now coming out of the woodwork to take pot shots at a lot of people. Concerned Dem, if you really are a concerned person you'll help rally around the party and work towards a strong primary. Better accountability is needed but, in a lot of cases, that starts at the individual level. Then again, if you're like a lot of Dems I know in Bexar County you just want to gripe.

Randy Bear's comments weren't aimed at you, and I didn't intend to make them a reply to what you posted.  When I happened upon his words, I felt that they really deserved to be on Burnt Orange Report, not just on the Express-News site where they are buried in a heap of vitriol, as most who post there are consumed with Schadenfreude and couldn't be more delighted with our predicament.  

As for the Democrats who are posting on that site, all of them are outraged.  I hope that more than a few of them will help us to rebuild the party.  But some are pointing fingers in every direction and seem to be intent on taking out their anger on candidates who had nothing to do with this disaster.
