Joe Barton and Pete Sessions Cap and Trade Scare Tactics

The Cap and Trade Bill (HR 2454) is aimed at reducing greenhouse gas emissions by 17 percent by 2020 and create 'green' jobs, by putting a limit on the amount of pollution large industrial industries can output, and then if they go above that, they have to buy pollution permits.  If some companies do not need all that they are allocated, they can sell their permits to companies that do.

Texas U.S. Representatives Joe Barton and Pete Sessions continue their lying campaign about the "Cap and Trade" legislation by claiming that President Obama's proposal to curb greenhouse gas emissions would cost households as much as $3,100 per year. Their 'Party of No' says it is a "massive national energy tax." However Texans and Americans need to know the $3,100 figure they keep lying about is a complete misrepresentation of both President Obama's proposal and the studies from which the number is derived.

An EPA analysis (Environmental Protection Agency) of the draft version found that the 'cap & trade' policy has a relatively modest impact on U.S. consumers assuming the bulk of revenues from the plan are returned to American households. "The EPA estimates the average cost per household to only be between $98 and $140 per year.

And on June 19, 2009 the Congressional Budget Office announced that the average household would spend a miniscule amount to reduce global warming pollution under H.R. 2454. This independent analysis determined "that the net annual economy-wide cost of the cap-and-trade program in 2020 would be $22 billion, or about $175 per household." This is 48 cents per day, a little more than the cost of a postage stamp.

The least well off households, those "in the lowest income quintile, would see an average net benefit of about $40 in 2020." These households had an income under $20,292 in 2007.
The CBO Report also states
"Significantly, CBO's estimate also does not include the economic benefits of other provisions in H.R. 2454. The American Council for an Energy Efficient Economy estimates that the efficiency provisions alone could save businesses and consumers $22 billion annually by 2020. The savings would be $170 per household in 2020 -- roughly equal to CBO's cost per household estimate for ACES in 2020."

Therefore H.R. 2454, the Waxman/Markey 'cap-and-trade' bill will encourage energy efficiency measures and will actually be saving Americans and small businesses money, all while protecting the environment and enhancing America's energy security.

Three-quarters of Americans think the federal government should regulate the release into the atmosphere of greenhouse gases from power plants, cars and factories to reduce global warming, according to a new Washington Post-ABC News polll, with substantial majority support from Democrats, Republicans and independents.

What is not in dispute is why Joe and Pete are pushing this false information; it is all about the MONEY.

Pete Sessions accepted $452,577 from big oil companies between 2000 and 2008, which makes him one of the top recipients of oil money.  He received $71,350 in oil contributions during the 110th Congress 2007-2008.  

Sessions has consistently voted in favor of big oil companies on 90% of important oil-related bills from 2005-2007. Sessions ties to Jack Abramoff and a scandal involving earmarks benefitting campaign contributors resulted in Sessions being named in 2006 by Citizens for Responsibility and Ethics in Washington as one of the twenty most corrupt US legislators.

Joe Barton, during the 2007-2008 accepted $196,040 from oil companies and he accepted $834,386 from oil companies between 2000 and 2007. Also, he has accepted $121,050 from the coal industry.  Not surprisingly Joe Barton has voted for Big Oil Companies 100% of the time based on important oil-related bills.

Barton, who has consistently prevented any Congressional action on global warming, was condemned for his stance in the Economist, which profiled him in its "Profiles In Stupidity", when Barton stated Co2 is 'harmless'.

Americans cannot get much more of a "win-win-win" bill than Cap and Trade, but as usual Republicans such as Pete Sessions and Joe Barton are being mindless reactionaries and naysayers, protecting their pocketbooks at the expense of Americans' health and environment. As they continue spreading false information and irresponsibly demagoguing the issue, their fear-mongering is seen as a typical tactic of a political party throwing childish temper tantrums by the spoiled rich narcissistic Republicans they are.

Sadly, this behavior by Sessions and Barton falls in line with other GOP members such as Eric Cantor, John Boehner, Mitch McConnell and continues to isolate a once formidable political party into a bunch of know-nothing, do nothing, obstructionist nincompoops.

The $175 amount comes from a CBO based on this bill on May 21 - read the report and you will find at this time the gross cost to be much more.

I am not one to stick up for Burton or Sessions but as you can see you been misled by the source you quote.  

Now take $864,000,000,000 and divide it by 100,000,000 households then by 10 and you sure wont get anywhere near $175.00

CBO has not completed an estimate of the bill's estimated impact on discretionary spending. [emphasis added.]

Reducing the budget deficit is pretty darn important. I don't see how we do that without raising taxes. Why did you leave that part out when you quoted it? Never mind. You have yourself some very happy trails, too, pardner.

Key word is "net" (0.00 / 0)
There's no contradiction. As Joe-S says, the gross cost is about $850/household (way below what Barton and Sessions claim). As TexasCowboy says, the net cost is about $170/household.  There's apparently about $700/household in projected savings that makes up the difference.  Could some local expert please explain what those savings are, and how they are estimated?

to its elected membership telling all to obstruct and trash green gas legislation and health care reform over the fourth of July weekend.  They've been instructed to scare and mislead their constituents.  

John Cornyn was doing the very same at a meeting with Texas Medical Center in Houston doctors earlier this week.  He lied through his teeth about health care reform proposals.

All Republican lawmakers here are pimping for their sugar daddy donors.  

Fortunately the Party of No, Never, Until Hell Freezes over is becoming increasingly irrelevant.  Unfortunately we're still stuck with them in Texas.

We have our work cut out for us, folks.

I'm sorry Libby, but if you'd read this legislation, hard to do unfortunately....and NO Congressman did before voting for it.....you'd find that it is nothing but a tax bill.

Congress has already given away most of the coupons to get business to line up behind it and they do because they benefit from it. C&T is an abject failure in Europe and it will have no impact here. Its simply a revenue source and it will hit the poorest the hardest.

God help me....Sessions and Barton are on the right side here. This bill is a disgrace and its being pushed with lies. They know full well the cost.

If passed this will cost another two or three million jobs. I'm afraid that it is this asdministration and Congress that is trending towards being irrelevant. We had enough of these tactics and policies with Bush.

I read part of the bill and it stinks (0.00 / 0)
because it not bold enough.  But it is a beginning and it sure as heck beats nothing.  I agree with Thomas Friedman where this bill is concerned and I am rarely on the same page as he is.

More important, my gut tells me that if the U.S. government puts a price on carbon, even a weak one, it will usher in a new mind-set among consumers, investors, farmers, innovators and entrepreneurs that in time will make a big difference - much like the first warnings that cigarettes could cause cancer. The morning after that warning no one ever looked at smoking the same again.

Ditto if this bill passes. Henceforth, every investment decision made in America - about how homes are built, products manufactured or electricity generated - will look for the least-cost low-carbon option. And weaving carbon emissions into every business decision will drive innovation and deployment of clean technologies to a whole new level and make energy efficiency much more affordable. That ain't beanbag.

The tax increase BS is John Boehner and his Party of No, Never, Until Hell Freezes over fairy tales and make believe.  Why would anyone believe anything coming out of any of their mouths anymore.  They lied about Iraq and took our economy straight to hell.  They hate science, public education and universal health care, even for kids.  They don't believe everyone has the right to vote.  They hate gays and everyone who is not just like they are. They called us a bunch of whiners and said a recession existed only in our heads.  The arrogant and revolting Phil Gramm scolded us like dumb little children days before the economy crashed.  Anyone who believes these liars must love getting abused time and time again.  

If it passes the bill will create jobs - green jobs - the kinds of jobs Sessions' and Barton's sugar daddies in big oil don't like.

On the other hand, there exists a significant number of policy experts and economists that believe a carbon tax would be far more efficient than the proposed cap and trade. On its most basic level the carbon tax would generate revenues for the government, while cap and trade creates yet another market for Goldman to manipulate and profit from. A Pigovian tax may ultimately be more efficient, less prone to market manipulation, and do a better job at capturing the negative externalities of carbon than a cap and trade system.

the posts and hearing a wide range of estimates from various agencies I have come to the conclusion no one has any idea.

I do know after reading the EPA's estimate that read "found that the 'cap & trade' policy has a relatively modest impact on U.S. consumers assuming the bulk of revenues from the plan are returned to American households" that their estimate is wrong as the "assumption" is false.

Remember what the Pres. said, "under cap and trade utility rates WILL NECESSARILY skyrocket.

we live in a global economy now.  Our fearless leaders in Washington and Austin took us to this place.  

We let them do it.

Why? Because, for all its flaws, this bill is the first comprehensive attempt by America to mitigate climate change by putting a price on carbon emissions. Rejecting this bill would have been read in the world as America voting against the reality and urgency of climate change and would have undermined clean energy initiatives everywhere.

Texas is not an island separated from this global economic village, despite all of the recent psycho babble about how the state can choose to secede if we so desire.
