HD-138: Republican State Rep. Dwayne Bohac is Not a Fiscal Conservative

Empower Texas -- a staunchly conservative group run by Texans for Fiscal Responsibility -- has released their bi-annual Fiscal Responsiblity Index. From the group's website, they describe the purpose and practice of their ratings:

The Fiscal Responsibility Index is a measurement of how lawmakers perform on size and role of government issues. We use exemplar  votes on core budget and free enterprise issues. We look for clean votes that go to governing philosophy. In the Texas House, there are dozens of additional votes that might have been used in the measure, but without substantially affecting the ratings or the rankings.

Lawmakers and their offices knew in advance of TFR’s position on the issues rated. Lawmakers also received extra weighting (positive or negative) on their rating for sponsoring targeted legislation.

Republican State Representative Dwayne Bohac, who represents House District 138 in northwest Houston, did not fair well in the group's ratings. Rep. Bohac was one of only nine House members in the entire state to not receive a passing grade from the group. Here was their remarks about how Rep. Bohac is not a fiscal conservative:

Failing Republicans?

Given the emphasis of the rating on limited government and low taxes, the most commonly asked question is, "Which Republicans rated below 70 percent?"

Only nine had that distinction in the Texas House. They are: Jim Jackson (R-Carrollton), Will Hartnett (R-Dallas), Todd Smith (R-Bedford), Dwayne Bohac (R-Houston), Tommy Merritt (R-Longview), Charlie Geren (R-Fort Worth), Brian McCall (R-Plano), Susan King (R-Abilene) and Jim Pitts (R-Waxahachie).

Interesting Rating (0.00 / 0)
Don't know if the story should be that Bohac's 65% rating is one of the lowest Republicans as it relates to fiscal responsibility.  I think its that the highest rated Democrat is rated at 50% or 15% below Bohac.  Or that the average D rating is 30%. Don't know if they ever use a negative rating but imagine we would find out if they rated President Obama.

That a conservative group rates Democrats poorly. For these purposes, its more interesting to look at how conservatives view conservatives.

Why would a Texas group focused on local races rate the President?

Only reason to rate the President would be to test the scale's depths.

The scale is based on bills brought up in the Texas Legislature. How would they evaluate the President on legislation he had nothing to do with?

The Senate (0.00 / 0)
Interesting that in the House, the scale does not have any overlap from Republicans to Democrats (there is not a Democrat more "fiscally responsible" than a Republican), whereas in the Senate there are 5 Republicans that overlap the scale with 6 Democrats.

It's almost like you can tell there is a 2/3rds rule in effect in the Senate and a Majority rule in the House.

Bohac is perceived as a fiscal conservative by his Republican base in District 138. He's their hero because he touts appraisal caps. It's not like another Republican is going use this info against him in a contested primary.
If you're trying to put a dent in Bohac's support this ain't gonna work. What are you suggesting, we out-conservative a wingnut? No Bueno.

I'm simply reporting that a Republican group that is conservative does not think that Rep. Bohac is fiscally conservative.
