Make the School Finance Debate About Our Children

Dear Fellow Texans,

Every Texan agrees that our children's education is of the utmost importance.  That's why parents and voters are fed up with the failed Republican leaders who choose to play partisan politics instead of passing a real bipartisan solution to fund our public schools and provide relief from skyrocketing property taxes.

Here are just a few of the sobering facts about public education in Texas following years of misplaced Republican priorities:

·Texas is the only state in the nation that reduced per student expenditures during the 2004-2005 school year;

·Texas teacher salaries rank 33rd in the country and lowest among the 15 most populous states;

·Texas student population has grown by more than 70,000 students for each of the last 10 years (and that figure does not include the influx of evacuees from Hurricane Katrina);

·Texas ranks last among all 50 states in the percentage of adults with a high school diploma;

·The State of Texas' share of education funding dropped by 3.2% in 2004-2005, placing the burden on local property taxpayers to pick up almost two-thirds of the cost of educating our children.

Our children deserve better.

The simple fact is that everyone from the Governor to local school officials has known for years that the current school finance system is failing our students.  But the Republicans have been unwilling to make the difficult choices to fix the system and ensure that Texas students receive the best education possible.

In fact, the Republicans passed an appropriations bill in 2003 that cut over $3 billion by gutting education programs such as elementary teacher training, math, reading and science initiatives, after school programs, textbook purchases and teacher health insurance.

Then, in 2005, the Republican leadership tried to pass a bill that would raise taxes on 90% of Texans, but wouldn't have spent one extra penny of that tax increase inside the classroom.  And to add insult to injury, the bill would have created unfunded mandates for local school districts while taking control away from superintendents, principals, teachers and parents and placing it in the hands of state bureaucrats.

Texas Republicans have called three special sessions to address school finance without any resolution.  They've wasted taxpayer money and time our children could have spent learning in better schools.  And when a bipartisan coalition of Democrats and moderate Republicans passed an amendment to end the impasse, the GOP leadership packed their bags and returned home instead of letting this legislation become law.

And today, Texas Republicans are once again making tax cuts their top priority instead of using this year's special session to secure our children's future.  As Texans, we won't stand for it. 

With the fourth special legislative session on school finance starting on April 17th , the time to act is now . 

Join us by signing a petition to let the Republican leadership know what Texans expect during the upcoming special session and to remind them to keep schools in the school finance debate.

Whoever wrote the phrase, "provide relief from skyrocketing property taxes," needs to find a new line of work.... No Democrat should EVER be caught uttering the words "tax" and "relief" in the same breath, it plays DIRECTLY into the hands of Grover Norquist and his greedy band of Robbing Hoods.

How can we possibly go forward when a letter signed by our leaders in both houses of the Legislature makes a miscue involving the LEADING EXAMPLE of Republican framing "Don't Think of an Elephant" identifies?

I'm so sick of the whole "tax relief" mantra I could just puke. Relief from what? A civilized society? We'll never move beyond the morass we find ourselves in until we can at least start to turn around the way we look the problems.

This kind of nonsense criticism is a bunch of bullshit. There's so much more at stake than a choice of words.

Let's look at what Democrats want, and what Republicans want:

Democrats want to put new money into public education, give teachers a pay raise, improve classroom facilities, and put new textbooks into the classroom.

Republicans want to pass property tax relief that will only benefit the upper 10-20% of taxpayers, put no money into public schools, and actually slow down the amount of revenue that goes into our public schools.

Words mean nothing. Action matters, and the Democratic leadership in the Texas Legislature took action to stop these terrible tax plans in 2005, and they'll do the same again - and, like last time, they'll fight for a solution that actually gets something done for teachers, students, and taxpayers.

How about we remember the bigger picture, and stop leveling nonsense criticisms, ok?

seriously tho, lots of people overplay the frame/wordchoice/diction stuff, but its worth noting, if obvious, that all your message elements (what you say, how you say it, when, to whom, etc) should help your ideas.

you are right: there is WAAAY more at stake than word choice, but its such an easy improvement to make.

and i applaud the txdemparty getting into the blogosphere in a more visible an viable way!

The whole point of word choice and framing is PRECISELY that, "some people rob you with a fountain pen."  The Republicans have been constructing the "tax relief" vibe carefully in the minds of the public for pretty much my entire life... and there is NO GREATER uphill fight we have in the minds of the suburban working-class voters we so desperately need to reach out to in order to be successful than the fight against that "tax relief" spin.

You are right in that there is so much at stake -- but it is PRECISELY because there is so much at stake that we cannot permit such a glaringly simple error.  A single word, used incorrectly, can make the difference between failure and success.  Any one of a number of better choices of wording -- tax FAIRNESS, tax INVESTMENT, tax OBLIGATION -- does a much better job of protecting the ball; "tax relief" is throwing up an airball with five seconds left and you're down by 1.

Is, I agree, a much better way to say it. It is the better word choice. But, again, calling for someone to be fired because they said "tax relief" is, in my opinion, a bit much.

Words mean nothing?  Surely you jest.  Words are a tool that communicate ideas.  Sure, there are others (visual images being the most effective), but words are amazingly important.  If I say George Washington fought to liberate the people from oppression it sends a TOTALLY different message than George Washington organized to subvert the government and created a violent insurrection. 

You ask us to focus on "action."  What good is an "action" if we don't use the correct words to discuss it.  Although I don't feel Democrats should be afraid of asking for middle-class tax relief and making the rich and businesses pay "their fair share," I think Jeff's point is still, on the whole, correct.

Words, obviously, don't mean nothing. But calling on people to be fired because they said "tax relief" is, in my opinion, quite absurd.

Spud's original comment asked, "how can we go forward" when we use that language. I think we're going forward just fine. And as I've absolutely absorbed myself with all of this school finance mess for the past year, it is - in my opinion - a bunch of hyped-up nonsense to think that we'll lose any ground on this issue because we use the word "tax relief."

Again, look at who's won the primaries - both on the Republican and Democratic side of the aisle. Look at how Democrats were the only group that passed an education plan that gained the bipartisan support of a majority of Texas lawmakers. Look at the editorials that come streaming in, across the state, in our support.

I think our action is doing just fine.

but the phrase "tax relief" is maybe the worst (best?) example of the way the GOP has used a blatant misrepresentation of the facts to advance their corporatist, top-down, agenda.

Also, please don't misread my earlier comments. I'm excited about what the party is doing in a lot of areas, especially the increased field efforts. Yes, there have been campaign and legislative victories. And yes, sometimes the whole framing argument is overplayed. But I just don't want us to inadvertantly play right into their hands. I'm simply saying that some thought needs to go into how we put forth our message.

Maybe we won't "lose any ground," but we shouldn't be about not losing any ground. We should be about gaining groung as fast as we can, and that means putting our message out our way, not theirs.

4 Billion Spent on Educating Illegals (1.00 / 2)
I've seen estimates that say tat 4 Billion Dollars of our education money goes towards teaching illegal immigrants.

Maybe if we could fix that...we could raise teacher salaries.

As the son , an grandson of teachers I am very "pro-education", and would probably say this is the main issue I disagree with Perry on.

I do agree, we need to get more money towards funding education.

There are about 10 other numbers out there, though. But the $4 billion is from one of the far-right research groups, and is the number most R's will use up through November. The number includes children of illegal immigrants - which lots of other studies don't - and over-projects the number of illegals in Texas.

That being said, a lot is being spent on educating illegal immigrants, not just in high school, but in higher education grants that go to illegal immigrants (which happens b/c of a bill Perry signed, by the way).

By the way, I was curious, is the TDP petition related at all to the Funt Texas Schools one by Fred Lewis? I hope they are coordinated but I'm guessing that they are separate from looking at them.

Fred Lewis is working with PACs and Non-profit organization to elevated the goals of the special session.

It is a smart move by the TDP to help show they are doing something. However,  they have not set any goals and they can't use their list to lobby anyone but democrats because it is a party tool.

These petitions are more effective if done by outside organizations if the goal is to change legislation.

The good thing about the TDP doing this is it helps to build and update their lists and furthers the long term goal of infrastructure development. Something most of the chair candidates are advocating.

I encourage everyone to sign up on both list and help ensure long term change.

I'm glad to see so many people who have bitched and moaned about the State Party being stuck in the stone age showing such an appreciation for TDP reaching out to the blogosphere and encouraging action.

Oh, wait...

Personally, I'm glad Sen. Van de Putte and Rep. Dunnam are fighting this fight.  And I appreciate the hard work of the new TDP staff, each of whom remains dedicated inspite of negative comments like the ones on this post.

we're not here to be an echo chamber and/or a cheerleading squad. If we see something that we think needs to be improved, it's our duty to speak out and not just fall into line with whatever the party puts out.

Oh wait...

People have been falling in line for years and Democrats have been losing elections.

Some of the people writing these posts have spent a lot of time working on campaigns and have a lot to share with the staff of the TDP. I have the utmost respect for the staff; they have hard jobs, and they do them for near-slave wages. These comments are meant to be constructive, so take them for what they are--feedback and possible improvements.

We beat the Republican Appropriations Chair last term, we're set up to win at least a net of 3 more House seats this November, and we've put some more progressive Democrats into the House through our primary elections.

In many ways, Texas Democrats have changed, they have stepped up to the plate, and they are taking the fight to Republicans much better than before.

It's not Texas Democrats that are in the past...it's the conventional wisdom that's in the past.

I know in my case, as Ive mentioned before, I have a condo who's tax value in 2001 was a mere $55520. Dallas decided to raise tax values to reflect the market values, so it was raised to $70650 in 2002-03 and then to $80780 since 2004.

Because of those insane raises, Im paying $2411.17 a year because my out of state mother is the actual owner of record (so no homestead exemption for me). Of that $2411.17, $1,363.86 goes to the Dallas ISD. So in the grand scheme of things, its a sizeable chunk that go to schools!

So the  TX Legislature has its work cut out for it to determine where else money like that is going to come from. I would love to save money on property taxes but its still going to come out of our pockets somehow, some way.

  Bell calls for real fix with real funds Surrounded by local Democratic elected officials, Democratic gubernatorial nominee Chris Bell accused Rick Perry of pursuing temporary solutions and ignoring schools in the run-up to the special session on school finance.

  “Rick Perry’s biggest priority is to pass a tax cut,” said Bell, who helped pass a property tax cut on the Houston City Council. “My top priority is different. Texas can have the best public schools in the country, but only if we avoid a fiscal ‘sugar rush’ that would use $1 billion from the budget surplus to soothe our craving for a tax cut at the expense of a balanced revenue diet for our schools.”

  Bell has long supported a broad-based business tax that would bring in new investments in classrooms.

  “It appears Rick Perry is perfectly happy with not investing new money in education,” said Bell. “I have called for a moon shot for public education to build the best public schools in the country within the next 10 years. That’s going to take new investment in classrooms and an extended period of experimentation, commitment and focus.

  “But first of all, having the best schools in the country will require putting the schools back in school finance reform,” he said.
Bell called for an across-the-board, $6,000 teacher pay raise.

  “Rick Perry is happy with a merit teacher pay raise plan that would help only 1 percent of all teachers,” said Bell. “I want an across-the-board pay raise with a dependable funding source.”

...I heard that over 1,100 folks had signed the TDP petition. Could the letter have been a little sharper, or different? Sure. But Christ, it does draw a clear distinction between the parties' position on education. Our Caucus leaders are working with TDP to get that message out.

So what have all these critics shown us? Stop whining about people who are actually doing something and go do something better for the cause.
