Why I Support Jennifer Kim

by: Jeff Heckler

Mon Mar 24, 2008 at 02:55 PM CDT

I'd like to offer my strongest possible support for Jennifer Kim's reelection to the Austin City Council in May. Also, I would like to  explain why her opponent, Randi Shade, may be flying under the radar and would not be a good choice.

For those who don't know me, I would like to present a brief introduction. In the mid-nineties, I was elected twice to the State Democratic Executive Committee (SDEC) representing Senate District 14. I worked at the Travis County Democratic party for some time, where I helped organize rallies for Bill Clinton, Al Gore and others. I am a cofounder of North by Northwest Democrats which was born in my kitchen. Also I have worked on numerous local issues - fighting Exxon Mobil and BP Amoco to prevent the Longhorn Pipeline and pushing Wal-Mart off the aquifer, to mention a couple. I am a former board member of Save Our Springs Alliance.  But I'm sure, no matter what I've done, I'm certain to invite some enmity by writing this (yawn).

Recently, I have worked with the Stop Domain Subsidies group to prevent the City of Austin from doling out 65 million of taxpayer dollars to Simon Properties, the largest mall developer in the US, to support high-end retail. As you may know, we successfully completed a petition drive to put the issue on the ballot in November. Twenty-three thousand Austinites signed the petition and we recruited nearly 500 locally owned businesses such as Alamo Drafthouse, Book People, and Waterloo Records. It is through this effort we came to meet Randi Shade.

Our founder, Brian Rodgers, met with Ms. Shade four or five times. At the end of the day, we concluded she is not a good choice for Austin. She began our discussions as "seemingly" supportive of our efforts and over time began to oppose our efforts. This was deeply disturbing to us. One reason, perhaps, is that she is accepting contributions from the few folks who would like to see us fail, like the original developers of the Domain. She claims her campaign contributions have no impact on her ability to lead. We're not so sure. Perhaps more disturbing is her inability to stick with an issue with any kind of conviction. We certainly don't need any more wafflers in any form of government.

In October, Jennifer Kim cast a very difficult vote that was in every sense courageous. In her role as a member of the Capitol Area Metropolitan Organization (CAMPO), she voted to oppose the toll road plan. Her vote was vindicated later when TXDOT admitted to a billion dollar "error" - meaning there would be less money available to build needed roads in Central Texas. Meanwhile, supporters of the toll road agenda are gleefully inundating Ms. Shades campaign coffers with contributions. What does this mean exactly? Perhaps nothing, but do we want to find out after she's elected?

Besides, Jennifer has been a stalwart supporter of the environment, neighborhoods and especially small, locally owned businesses. I have a difficult time wondering why we would elect anyone else at this time.

I think Ms. Shade is adopting the new paradigm in Austin politics as a campaign strategy. The strategy goes like this: Don't commit too much, appear a little left of center, be involved in the community (but not anything too controversial or verifiable) and let the voters project their own beliefs on the candidate. I'm not certain what we have in Ms. Shade and I don't think anyone else does either. I have heard from many folks who tell me that Ms. Shade's responses to queries at the forums are often times "I'll have to get back to you on that" or "I need to to learn more about that." That doesn't give me much comfort. I prefer candidates who exhibit some core belief system or values. I hope you do too.

Please support Jennifer Kim this May. And please feel free to hold Ms. Shade's political feet to the fire - like we do every other candidate in this town.

Thank you.

Jennifer & Randi (0.00 / 0)
Jennifer and Randi are both my friends.  Randi and I have been friends for going on 15 years.  I've gotten to know Jennifer since her election to council and am proud to have served on the affordable housing task force at her request.  Jennifer was magnanimous and understanding of my long term friendship with Randi when I explained my support for Randi in this race.

We need all types on the council. In my mind, especially given the loss of Mayor Pro Tem Betty Dunkerley, we need someone respected by all constituent groups (liberal, progressive, moderates and conservatives) who understands finance and understands balancing budgets against an infinite lists of needs. This person is Randi Shade.  Randi started, built and sold a company.  Earned a Harvard MBA.  Was mentored by Gov. Ann Richards, and launched and grew AmeriCorp in Ann's administration.  Won and served well as UT's Student Body President.

Randi and her partner, Kayla Shell, live in Central Austin. Kayla is an executive at Dell, and she helps Randi raise their son, Ethan.  Randi is a progressive Democrat who loves Austin, loves her neighborhood (Clarksville) and understands what it'll take to preserve the jobs, social services, transportation options and the quality of life that make Austin a great city.

What a joke... (0.00 / 0)
Perhaps more disturbing is her inability to stick with an issue with any kind of conviction. We certainly don't need any more wafflers in any form of government.

That's the perfect description of Jennifer Kim.  She took RECA dollars and was pro-developer her first year in office and then became anti-developer and anti-toll road when it became politically convenient.  The only constant is Kim looking out for herself.

Has she asked for special privileges at the airport recently or told another Austin policeman "Do you know who I am?" when trying to get out of a speeding ticket?

Ken Weiss running for Austin City Council Place 3

**** He is running against Jennifer Kim and Randi Shade. ****

Did you know that ....

Ken Weiss has lives in Austin Over 38 years! Jennifer Kim and Randi Shade combined have not lived here longer than Ken Weiss.

Ken Weiss has operated two small family businesses right here in Austin. Jennifer Kim and Randi Shade can talk about their dot coms all day long but they were not here in Austin.

Ken Weiss went to school here. He attended Pflugerville School District, ACC, Concordia University and is working on a Masters in Business.

Ken Weiss has served in the Texas Army National Guard as an officer for over 5 years, right here in Austin. Can Jennifer Kim or Randi Shade say they have military experience?
Ken Weiss was in charge of all the shelters in San Antonio during Katrina. Ken Weiss was their for the victims when they stepped off the bus at 3a.m. in the morning with nothing but the clothes on there backs. Ken Weiss helped the victims find food, shelter, clothes, medical care, and future housing after the shelters closed. Where was Jennifer Kim and Randi Shade when all this was going on?

What Ken will do for Austin?

- Ken is working hard to protect the environment. He knows the challenges that small businesses face and wants to help them succeed in Austin. He will make sure that Austin remains safe by providing the equipment and personnel the city's protective services need including Ems, Fire, and Police. He will work hard to keep Austin's highways free and from not turning into toll roads. Ken will also eliminate waste from the city budget and by doing so will save you tax dollars!

Ken Weiss loves Austin! Ken Weiss grew up here, went to school here, and lives here. It you love Austin as much as Ken Weiss does, then you'll help him win place 3, where he can make the decisions that are best for Austin, its' neighborhoods, and its' citizens.

You can help right now by making a contribution, volunteering and then on May 10, 2008 vote for Ken Weiss. With the help of concerned citizens like you, we can make Austin truly a better place for all to live!

"The Citizens don't want or need another politician to run Austin. What Austin needs is someone with the proven business sense and leadership skills that I have shown to get the job done efficiently, effectively, and economically." Ken Weiss

Let's change city government and make it responsible to the citizens of Austin!

Supporting Kim inspite of the fact she lives in 78704 South Austin. Not supporting any Central or North Austin candidates this year (Shade/Weiss). Kim is the only council member that lives in South Austin. Southwest Austin should have it's own single member district as well as South and Southeast Austin.

Wait a minute you got your facts wrong there. Ken Weiss lives in South Austin not Centeral or North Austin.

Get your facts straight before you post!

From his website: (0.00 / 0)
Ken Weiss Campaign, 1103 Rebecca Drive, Austin Texas 78758. That's in North Austin. No where in his website does he mention that he lives in South Austin. Only this North Austin address is listed.

So where am I suppose to get my facts straight before I post? If however, he does live in South Austin, I will consider voting for him if his supporters do not alienate me and he supports single member districts.

Are you kidding me? (0.00 / 0)

That is not his home address!

Yes, the website says that is a mailing address but that is not where he lives!

Get your facts straight buddy!

I am not alienating anyone I just want the facts to be known (0.00 / 0)

I am not trying to alienating you and if I came across that way then I am truly sorry. I just want everyone to have the facts.

Ken lives in South East Austin. He did not put his home address on the website for various other reasons. I will let him know to put it on his website that he does live in South East austin.

Ken Weiss wants the voters to be able to vote on the single members districts. He believes that we should not tell the citizens of Austin what type of government they should have. Government for the people by the people.

And, Yes I can tell you that Ken does living in South East Austin.

Thanks for the Correction by you and Purple Junkie (0.00 / 0)
My main point is that if Weiss, Kim, and Robin Cravey all lose this go around, no one on the City Council will be from any part of South Austin. In the mid 1990's, Nofziger was from Southeast Austin, Goodman from South Central, and Mitchell from Southwest. So South Austin has gone from three council members to one, with the possibility of none. That's not progress.

Yet Wynn, Dunkerley, Cole, McCracken, and the Austin American Statesman do not think under representation of South Austin is problem They do not even want the citizens to vote on this issue in the November election to change the City Charter to allow for single/mixed election districts. Southeast Austin has had no representation on the city council since Nofzinger left and Southwest Austin none since Mitchell left, that's been awhile in both cases. The at-large system is a cruel hoax on South Austin and the Hispanic community.

Your welcome! If there is anything we can do (Ken and his supporters) to help you and citizens of Austin get their points/views across to city council please let us know.

We want to work with the citizens and community to make sure Austin is a great place for all to live not just some!

Thanks for your willness to address issues that mean something to you and for bringing them up and to our attention so that "Government is founded by the people, for the people."

hey there jeff, (0.00 / 0)

rock on! I'm one of the founding NXNW members too, and agree with you about jennifer.

in addition to the list of accomplishments you present is jennifer's dogged opposition to water treatment plant #4.

this complicated issue hasn't received a lot of coverage by the papers in town (infactdaily has done THE best job of reporting). but as an issue, it's huge.

building that water treatment plant will be the single largest infrastructure project in our lifetime.

and - this is important - we don't need it! through intelligent water conservation policies, we can stave off this project, and save the city the hundreds of millions of dollars this expansion will cost.

approving a contract to carollo engineers, for example, is on this thursday's agenda, and the price for their services is a cool $42 million. council has already approved a similar amount for the land.

oh - it's out on lake travis, by the way. the water will come from lake travis and the treatment plant will be tucked on acreage right behind the grocery/gas station that's sat at the corner of 620 and 2222 (bullick hollow rd).

when this project is complete, expect the total cash to top $1 billion.

talk about boondoggles - water treatment plant #4 is unnecessary and a waste of our money.

randi shade hasn't yet articulated a position on this issue, and her website doesn't mention WTP4. I'd be very interested to see whether she's already taken campaign contributions from the various engineering firms involved with this project.

Jennifer Kim is the head waffler!

The City does not need anyone on City Council who is a waffler!

I do  agree with you on Randi Shade having big businesses in her back pocket.

The only other option is to vote for Ken Weiss the best and most qualified candidate running for Place 3.

Single Member Districts (0.00 / 0)
Does Weiss support some form single member and/or mixed districts for the Austin City Council? The current at-large system is unacceptable for a lot of people in South Austin. South Austin should have three council members rather than just one based on our current population.

Six north of the river and one south (Kim) is just not right.

Ken Weiss Bio - The Alternative to Jennifer Kim and Randi Shade (0.00 / 0)

On September 3, 1968 in Homestead, Florida,    Ken Weiss was born to the proud parents Kenneth and Marylyn Weiss. His father was an Air Force veteran and his mother is a homemaker. The Weiss family relocated to Austin in 1969. Ken attended school in the Pflugerville School District during his formative years. He noticed that during his high school years that rapid growth often displaced a good education. It dawned on him that there had to be a way to accommodate both growth and education. This idea is still with him today. Education should be the cornerstone in any society and should not be allowed to be anything less than excellent. His ambition to get an education had stayed with him and he decided to attend college.
In 1987, Ken Weiss started a small retail business in North Austin. In 1992, the family had acquired another business, which he became heavily involved with also. He used his newly acquired knowledge of business to make his family's businesses a success. Ken decided to close his retail business in light of his educational and pending military career. The other family business was closed shortly after Ken's father past away from cancer.
In 1992, he started his pursuit of higher learning at Austin Community College (ACC). During his time there, he studied business administration. In the fall of 1998, he transferred to Concordia University at Austin and continued studying business. He acquired a vast wealth of knowledge among subjects, including accounting, budgeting, operations, and efficiency. Ken Weiss met his wonderful wife, Janna, while matriculating at Concordia.
Ken Weiss had joined the Reserve Officers Training Corps (ROTC) while attending ACC and continued in the program when he transferred to Concordia.  His involvement in ROTC came to fruition when he was commissioned a Second Lieutenant in the United States Army. He was the first student from Concordia to be commissioned as an officer in the United States Army. He would then go on to serve his state and his country in the Texas Army National Guard. Ken served honorably and had the respect of not only his subordinates but also his superiors.
He was made Officer-in-Charge for several disaster relief efforts in Texas. He soon discovered how people suffered during a disaster. He worked tirelessly to serve his fellow citizens in their time of need. The relief efforts he was personally involved with included the Houston Floods (2001), Tropical Storm Alison (2001), New Braunsfels Flood (2002), Hurricanes Rita and Katrina (2005). Ken was awarded many medals and awards for his meritorious and honorable service. After Ken left his military career, he decided to return to school and pursue a Masters in Business, which he is currently on sabbatical.
Ken Weiss does not just talk about helping but actually rolls up his sleeves and gets in there and gets the job done!  He has been an advocate of people in need. He believes this principal is sorely lacking in the politicians of our day. He has seen too many politicians just talk. They say they will fix things but nothing ever gets done. Ken Weiss is determined to change this policy.
There are so many principals that he grew up with, ideals that he believes made Austin great. As an Austinite, Ken believes that many of these ideals have fallen by the wayside due mainly to the leadership of the city. For Austin to maintain its unique character and charm and continue to prosper, a leadership change must occur. A vote for Ken Weiss is a vote for change and a vote to return Austin to its glory years.

Ken Weiss the Alternative to Jennifer Kim and Randi Shade (0.00 / 0)

Ken Weiss on the Issues:

Environmental

- Present a proposed form of recycling of light bulbs containing mercury for proper disposal by the city and citizens of Austin.

-Present the idea of changing city owned street lamps from mercury  vapor bulbs to L.E.D. bulbs. Citizens of Austin should understand that cost of L.E.D. light bulbs are more expensive, however, L.E.D. bulbs typically have life spans of up to 100,000 hours, thus providing a much brighter light bulb while saving money by replacing bulbs less often and the money spent to have crews replacing those light bulb several times over the life of an incandescent bulb. Also, L.E.D. bulbs are up to 95% more energy efficient than incandescent bulbs and typically contain no mercury. Meaning you can run 10's or even 100's of them for the same cost of one regular incandescent bulb.

- Austin needs to look into the possibility of using solar and wind generation whenever possible. I'm proposing that all new development be self sufficient for their lighting needs by utilizing solar (PV cells)or wind generation, battery packs, and LED lights. This would allow a building to be completely off the grid for lighting need. Buildings would only use grid power for machinery, televisions, washers and dryers, air conditioning and refrigeration
and other high power consumption equipment.

- Eventually, due to growth, Austin will need another power plant to  help maintain electrical sustainability. I will propose utilizing solar and wind generation at all possible chances, but even this may not keep up with demand. I propose that we consider utilizing natural gas co-generation power if and when we need another plant. Natural gas power plants are only second to nuclear in air quality and co-generation plants are up to 65% efficient. Here's how they work. They use natural gas as a fuel which is primarily Methane gas. As the gas is burned in the combustion chamber, it is combined with oxygen as the accelerant, and this process basically turns the natural gas turbine, producing power. The hydrogen in the natural gas is combined with the oxygen creating H2O or water and because of the high temperatures, creates steam. This steam is them pumped to a steam generator producing yet more power from the waste produce of the first generator.

- Another process we should consider is having a waste to energy plant. Austin currently leads the state in recycling efforts, however, not everything is recyclable yet.Instead of filling up our landfills with plastic bottles 3 through 7,styrofoam,and other non recyclable products, why not incinerate them to produce energy until away to recycle them is found. We would be able to kill two birds with one stone. This could be a very viable solution to the problem of opening up the Webberville landfill (No Webberville landfill) and will add years of future use to our existing landfills. Second, we could produce the energy that Austin needs. For those of you unfamiliar with Waste-to-Energy (WtE) plant, check out the links under the links page. We could incinerate 1 ton of trash and reduce that to 300-600 pounds of ash, and the ash has values such as becoming bricks for homes, asphalt for streets, or even fertilizer for farms and gardens.

-Protecting our natural resources is a high priority for Ken, however, Austin needs to make sure that the SOS (Save Our Springs) ordinance is fair to all those involved and effected. Compromises can be made. For example, a business that was built before the SOS ordinance may have been built with 85% impervious cover and no environmental pond, but could be redeveloped to say 50% impervious cover with an environmental pond, as well as other updates, such as a rain water collection system, L.E.D. lighting, and solar or wind power generation systems.Keeping and adding additional green and park space as Austin grows. This keeps Austin beautiful and citizen friendly.

Small Businesses

- Austin needs to be more attractive for small business to prosper by being proactive with the small business community, for instance issues dealing with site planning and the sign ordinance. Often, these items are too restrictive and cost prohibitive for small business owners to obtain and comply with.

- Austin may indeed benefit from hosting small business forums where small business owners can bring potential problems to the city's attention, such as ordinance or traffic concerns. I propose the city sponsor once a year or every six months, small business forums, seminars, and workshops. Let's bring together the Small Business Administration, SCORE, ACE, the Chamber of Commerce, the Better Business Bureau, and the Small Business Development Centers from the City of Austin and the local Universities. Let's give small business a chance in Austin.

- Ken will also propose Austin do a study on providing small businesses that want to expand or grow, possible rebates for 6 months on utility bills and city sales taxes. These rebates could help to some extent with advertising expansion, hiring a new employee, or whatever the business may need. I will also see to it that no more big businesses ever get another dime in tax payers money as subsidies of any kind.

- Austin needs a Council Member who understands the unique problems that small businesses face. Ken knows first hand the problems faced everyday by small family operated businesses.

Subsidies to Big Businesses

- There should be no subsidies for big businesses in Austin. I will propose a small business stimulus package to promote small business growth and expansion. The stimulus package includes city sales tax, rebates, and utility discounts for a specific period of time to off set the cost of growth and expansion.

Community Protective Services

- Ken will make sure that Austin's Fire department has a plan of action for  high rise and condo building fires and be sure they have the necessary equipment and personnel to handle Austin's growth.

- Ken will make certain that Austin's Fire department has a plan of action for fighting brush fires in the west Austin/Loop 360 area. As Austin continues to grow, we could have a potential situation similar to California. We need to be ready for any event no matter where in Austin.

- Make sure that the Police department also has the necessary equipment and personnel to protect Austin for crime spiraling out of control.

Sigle Member Districts

- Ken Weiss believes that city council should not tell the citizens of Austin what type of Government they should have.

"Government founded by the people, for the people."

- Ken would like the voters to have a say and so he wants this to be placed on the ballot and have the voters decide.

Neighborhood Planning

- Ken Weiss believes that the neighborhoods in Austin should have a say on what development and businesses are in their neighborhoods. The neighborhoods know what is best for their neighborhood.

- Ken will make sure that every neighborhood is treated fairly and equally!

- Ken will support neighborhoods in the planning stages and make sure each neighborhood has the zoning laws and regulations.

City Budget

- Ken Weiss will cut wasteful spending and use that money on other things like the human services, environment, affordable housing, tax breaks for elderly and or freeze for elderly and transportation.

Transportation

- Ken Weiss supports mass transit and wants to Revamp Capital Metro to a hub and spoke system.

- Ken wants to cut down the times that it takes buses to get from one side of town to the other.

- Ken support lite rail and riding bikes and new lanes for bikes.

Toll Roads

- Ken will work extremely hard to keep Austin's highways FREE for everyone. Although, Ken doesn't oppose toll roads, he does oppose the use of tax-paid right-of-way. The reason for toll roads is generally because the road is build with no or very little state or federal funding. The tolls are used to pay for the acquisition cost of right-of-way and to pay for and/or supplement the cost of contruction. This does not happen when you use tax paid for right-of-way and take away a precious free roadway. We need more major roadways and those should not be tolled.  Austin does need some viable solution to it's traffic problems now as it will only get worse in the future.

- We need to make sure that existing toll roads are reworked to allow for just as easy access for free highway user not wanting to use the toll road. Take these intersections for example, State Highway 130 / US Highway 71 and State Highway 130 / US Highway 290. There are now more lights to congest traffic at these locations while, eventually there will be easy access on and off ramps for the toll road while the users wanting to use US 71 or US
290 will have to wait for lights.

- No managed lanes on MOPAC (Loop 1). Managed is another word for toll and we don't need to lose existing free roads to toll roads. However, a H.O.V. (High Occupancy Vehicle) lane might help, if it is added as a forth lane of traffic. But, to take away an existing lane would be ridiculous.

Vertical Mix Use

- Ken believes that Vertical Mix Use is good for density and development but is bad for small businesses because small business then can not afford to be in the neighborhoods. VMU's take away affordable older retail space. Howerver, if a a neighborhood in Austin wants VMU's in their neighborhood Ken will support their decision and will make sure that the neighborhoods have all the information they need to make an educated decision on VMU's.

Blips on the Radar (0.00 / 0)
I appreciate Jeff Heckler's fact-based arguments. Some readers clearly don't like Jennifer and are quick to stir up the innuendo and mud-slinging. But in Jennifer Kim we have a councilmember who has worked hard over three years and proven herself repeatedly by taking tough stands - stands on behalf of neighborhoods and better environmental solutions.

Those of us who worked on the Fix290 movement saw support on the CAMPO Board shrink as Kirk Watson used every political muscle to line up vote in support of the toll road. We saw McCracken, Dunkerley, Biscoe, and even Eckhardt pull back and toe the line. As a counclmember up for re-election in 2008, Kim was one of the most vulnerable, but she stood fast and voted against the TIP because she understood that it was environmentally and fiscally irresponsible. For this she was marked for elimination.  I find it too much of a coincidence that Randi decided to run for Place 3 immediately after the CAMPO vote.

While Jeff says that Randi Shade has been flying under the radar, that was definitely a blip. A pattern of blips means something is out there.  One more blip happened on March 5 when Randi Shade arrived late at the Oak Hill Candidate Forum, explaining that she had been held up by a malfunctioning gate in a parking garage. The next day I saw an invitation posted online and realized that she had actually been at that fundraiser hosted by GACC and RECA highrollers. Why couldn't she just say something like "so sorry to be late, I had another event scheduled this evening?"  Why the need for a cover story?  Blip!

At the beginning of her statement Randi volunteered that while some of us believed she had been recruited by GACC and Kirk Watson to run against Jennifer Kim, that definitely was not true. The lady doth protest too much. Blip again.

Certainly it takes money to run a campaign. Every viable candidate has sources. But let's at least be honest about it.

Why is it that groups have questions for endorcements (0.00 / 0)

Why is it that special interest groups have questions for endorcements?

Why do special interest groups have forums?

The groups already know who they are going to endorce so then why even have a questionnaire or a forum.

I guess they want to look like they are fair when everyone know's that special interest groups are not fair!

Yes, let's have some back door politics going on!

Yea, why should any one care any more because the world is just turning into a big ball of dung!
