Rep. Hill Takes the Podium- Motion to Vacate

Craddick doesn't recognize Hill's motion to vacate.

Craddick doesn't recognize Hill's request to appeal to ruling of the chair. 

Texas Constitution supercedes any laws or rules. Apparently, so does Tom Craddick.

Motion is not authorized under the rules. Speakers power of recognition of any member cannot be appealed. 

Denies that a privledged motion is an expection to abillity to appeal. 

Tom Craddick is a puppet.  

Something about Rule 5, Section 24. 

I have to ask, why does Craddick want to hold on to the chair when it is clear the House is in chaos. If there was still time left in the session, what would you be able to do with it at this point?

Let's elect Terry Keel as the new Speaker. It would save a lot of time and be just as productive. 

Rep. Hill's attempts fail for now. The House moves on to pending bills. But we are far from over.

Timothy, I don't know if you're still online, but there could be multiple problems: RealPlayer sucks balls and your version may be plagued with problems.  The House may not have enough bandwidth to support all of the simultaneous viewers.  You do not have a strong enough internet connection, yes, even if you have DSL.  If you're using an unsecured wireless system, there may be other people piggybacking on your signal and clogging it up.  And/or... your computer hates you.  Good luck.

I'm assuming that the 2/3 they are making up is not within reach for the insurgents?  I mean, it's obvious that is should still only be the usual 76, but is 100 anti-Craddick votes definitely outside the realm of possibilities?  I figured that at least 2/3 of the Body would be disgusted enough by watching this gross destruction of the institution that they would rethink who should be holding the gavel.  How many Dems are still backing Craddick?  It's disgraceful to even have to type that last sentence, but that's that.

Appeal any ruling (0.00 / 0)
Any POO on Haggerty's bill should elicit a ruling.  An appeal of that ruling would allow the chamber to vote on the confidence in the Speaker.  Heck, just raise a point of order that the presiding officer is operating without the confidence of the chamber.

...have access to live feeds from the Texas House of Representatives, but they could turn this into quite a howler as Speaker Craddick plays a dim-witted Charlie McCarthy to Terry Keel's stage-whispering Edgar Bergen, feeding Craddick EVERY WORD of his response to dissident members' attempts to let a little democracy into the Lege.

Rep. Dunnam really rubbed Craddick's nose in it, recalling a similar situation in which Craddick - as a member of the Dirty Thirty in the 62nd Legislature - voted to appeal the ruling of then-Speaker Gus Mutscher.

"If you were allowed to appeal then, why are we not allowed.  What is different?" Dunnam asked.

Craddick, robotically repeating word-for-word what Keel fed him, said haltingly that a Speaker has absolute discretion whether to recognize a member for any purpose, and the fact that Mutscher decided to allow members to vote to appeal his ruling does not mean that Craddick is obliged to do so.

"Are you suggesting that speaker Mutscher was more fair than you?," Dunnam asked.

That wasn't thunder you heard over Austin tonight.  That was Molly Ivins guffawing from the heavens.

GENERAL DESCRIPTION:

Performs routine managerial work overseeing the daily operations and activities of the Special Services Department. Work involves establishing goals and objectives; assists in developing guidelines, procedures, and department rules; developing schedules, priorities and standards for achieving established goals; coordinating and evaluating activities of department; develop budget requests. Plans, assigns and supervises work performed by the staff of the department. Assists other departments when necessary. Works under limited supervision with moderate latitude for the use of initiative and independent judgment.

EXAMPLES OF WORK PERFORMED:

Food Service

  * Oversees the preparation and serving of food in the Speaker's Apartment, Members' Lounge and Committee Chairman Luncheons.
  * Oversees the setting up of rooms for service and the equipment to be used.
  * Ensures dining, service and food preparation areas are maintained in a clean manner.
  * Ensures equipment is properly cleaned and sanitized.
  * Inspects dining, service and food preparation areas for compliance with sanitation, safety and health regulations.
  * Instructs staff on safety rules and regulations, sanitary procedures, food preparation and the operation of food service equipment.

Cleaning and Maintenance

  * Supervise the performance of department staff while performing their duties such as sweeping, mopping, dusting, spray waxing, floor stripping, cleaning restrooms and carpet maintenance.
  * Inspects areas for cleanliness, completed work, additional help and needed repairs.
  * Prepares reports for staff work activities.
  * Works closely with support agencies in keeping the historical Capitol in a pristine condition.

Supervises the work of others; Develops and prepares necessary information for evaluation of employees; Assists in planning and scheduling special projects and performs related work as assigned.

EXPERIENCE AND EDUCATION:

Experience in supervising others. Experience in food service work. Experience in custodial work. Graduation from a standard senior high school. Two years of college credits would be preferred. Experience and education may be substituted for one another.

KNOWLEDGE, SKILLS AND ABILITIES:

  * Knowledge of methods, materials, equipment and appliances used in quantity food preparation and service; of food storage and preservation; and of sanitation regulations.
  * Skill in the operation, cleaning and sanitizing of food service appliances and equipment. Ability to calculate food requirements.
  * Knowledge of cleaning techniques and procedures; of inventory control principles and methods. Skill in the use of custodial materials/chemicals and in the operation of custodial equipment.
  Ability to assign and/or supervise the work of others.
  * Knowledge of general controls of cash management. Ability to maintain an effective system to properly account for cash transactions on a daily basis.
  * Ability to work with elected officials and their staffs.
  * Ability to work extended hours during legislative sessions.

REGISTRATION, CERTIFICATION OR LICENSURE:

Requires certification as a Food Service Manager by the Texas Board of Health. May obtain certification within first 90 days of employment.
