Ortiz Co-Authors Tough TYC Legislation

by: Todd Hill

Tue Mar 20, 2007 at 06:41 PM CDT

"We don't need any false promises," Cannon said.  "We need something to be done. And we need it done now."

Katrina Cannon, mother of a youth in a Texas Youth Commission Facility

After hearing Cannon speak, Rep. Solomon Ortiz Jr., D- Corpus Christi, took the lead in a bipartisan legislative effort to unmask and investigate exactly what happened with the Texas Youth Commission scandal.

HB 2340-  Would place the Texas Youth Commission into a conservatorship, a move the governor has refused to make.

HB3521-  Allows the Attorney General to investigate claims of abuse, establishes an office of an inspector general, and requires that parents and youth be notified of their rights.  It also bans sexual assault criminals from taking jobs within TYC facilities.

HB 2335-  Requires a manageable student-to-guard ratio to reduce abuse, calls for an ombudsman to investigate abuse claims, and requires that Texas Rangers do monthly spot checks on all facilities.

Nice to see a Democrat step up to the plate, work bipartisanly, and develop legislation that will get to the bottom of this TYC debacle.  The public needs answers, and accountability must be enforced.

Good, Glad bipartisan problem solving finally. We will need a lot of that. (0.00 / 0)
Because it is needed to reverse the GOP's vomit inducing job on especially these kids and CHIPs, Climate Crisis, Democracy and just about everything they have done.

The GOP have let their recent but now past absolute power push them beyond their traditional law and order "tough guy" persona to their new extreme, torture and abusive "sadistic guy" persona.

The GOP is not the Daddy Party any more.

And, they must redeem themselves by doing their best to atone. Working with Democrats to truly undo this damage to kids will help.

And, some of the GOP have a massive amount to atone for.

http://bayareahousto...

The GOP must now do good works to atone.

The Republican U.S. Attorneys who were fired for doing their jobs, might be the basis of a renewed Republican Party. These should be the new leaders. Then the GOP party might just redeem itself...if it also quits thwarting science--our best method of knowing the knowable which allows us to problem solve for the shared devastating problem of Climate Crisis which can become Climate Collapse.
