Lesson of the Day: Don't. Trust. Craddick.

by: Jose Blasquez

Mon Mar 19, 2007 at 04:34 PM CDT

Well, Sylvester Turner's CHIP bill- HB 109- just got killed on the house floor real quick.  Which is par for the course for Tom Craddick.  Helping Texas children? That's a no-go in Craddickland.

What's interesting about this entire event though is who was up front arguing for the bill and who was on the back mike throwing the point of order.  In the front you've got Turner, Speaker Pro Tempore Turner, a Craddick Democrat who received the honor of being chosen to shepherd the one CHIP bill through the legislative process.

The bill sailed through a committee chaired by another Craddick D, Patrick Rose, and seemed to be on its way to passing the House.  Until Republican Robert Talton decided to gum up the works.

Talton called a point of order which Craddick sustained, effectively killing the bill on the House floor.  Now my memory is losing some of its former glory in my old age, but if I remember correctly Talton was one of 27 State Reps who voted AGAINST Craddick at the end of the day.  Turner and Rose voted for Craddick on final vote and with Craddick's interests on the Geren Amendment.

Simply put, with all of the other valid points of order Craddick has refused to uphold this 80th legislative session, you would have thought he would taken care of one of his own.  His Speaker Pro Tempore no less!  Unfortunately, that wasn't case.

Craddick showed- again- that he would rather stick with his fellow Republicans (even one that votes against him) than throw a bone to any Democrat... even his Democratic supporters.  What good is your support for Tom Craddick, your position on Appropriations or your title of Speaker Pro Tempore if it means that you can't even get your bills passed?  What's to say that when Rose and Turner try and bring this bill up again, Craddick won't figure out some other way to kill it?

Tom Craddick has shown, time and again, that he will whatever it takes to further his fringe agenda.  Democrats like Rose and Turner are just enablers in that cause.  Sylvester Turner you don't just have egg on your face right now, you've got the whole chicken stuck there.

Point of order? (0.00 / 0)
I am curious what rule did Turner break that would warrant a point of order?

Turner's Bill Analysis (0.00 / 0)
omitted a couple of things.

[ Parent ]
one word actually (0.00 / 0)
one word was missing in the bill analysis, i believe it was the word "net" discussing household income for the assets test portion.

Please refer to KT's signature.

That one word (0.00 / 0)
was an entire section of the 6 section bill.  It changed gross income to net income which is a big thing (and a positive aspect of the bill).

That said, Craddick has overruled many, many, many more valid, stronger points of order because he wanted a bill to pass.

At any rate, Human Services just voted the corrected version out of committee...Turner gets a do over next week.  We'll see how he manages to get Dewhurst to budge on an issue he is fervently against (12 month coverage).

oh yeah (0.00 / 0)
btw Talton's an ass.

he won re-election with 56%, but there were only 20k votes and it looks like his district is nearly half black + hispanic.

the D was Jannette Sexton.  Anyone know if she is planning to run again?

Please refer to KT's signature.

No, she is not. (0.00 / 0)
She is pretty much soured on running for office.  She could have won this district if she had gotten only the barest support.  I wrote about this race in January.

Be sure and read all the comments, too.

Possibly good news she's not running... (0.00 / 0)
After reading PDiddie's blog entry about leaving her out in the cold, she didn't come across as particularly legit.  I do think, having a placeholder get that high of a percentage in that district shows that it's time we recruit a decent candidate and make a serious play for it.  It should most certainly be a general election target!  Anyone know who lives in the district with a good candidate profile?

Anyone know who lives in the district with a good candidate profile?

Yes.  And hopefully they will meet with the approval of the various unappointed vetting committees.  Otherwise Crazy Bob will keep on skating back to Austin.

There's no better pickup opportunity in the state in 2008, but only if the insiders want it will we get it.

Thanks for reminding me why Patrick Rose, Aaron Pena, and the rest (5.00 / 1)
of the Iscariot Caucus are dead to me.

I CAN'T HARDLY WAIT to be rid of those cancers.

Let Them Eat Cake, by Robert Talton (5.00 / 1)
"When I was raised I didn't have insurance, and my family did just fine," said Talton, 61.

Talton said he would be happy if the bill never came back out of committee, which passed it earlier this month, 8-1.

"I believe in limited government. I think people ought to pay for (health insurance) themselves," he said.

"This is a government subsidy and I just have a hard time (with it)," Talton said.

I suppose this means that Talton declines the TAXPAYER subsidized health insurance and retirement he gets from all of us.

Please refer to KT's signature.

wow. new lesson of the day for BOR: don't overreact (0.00 / 0)
Talk to anyone in the capitol other than Dunnam/Coleman and they understand the reality of the situation - the point of order was valid, and if it hadn't have been upheld now, early in the session, it would have been upheld by Dewhurst in the Senate much later which would have meant certain death for the measure. This doesn't mean the bill is "killed" as you said, whatsoever. It just means it goes back to committee to be fixed.

don't just post someone else's talking points/press release without checking around. this made you look a little foolish.

In the Dome (0.00 / 0)
Being in the dome day in and day out, all I can say is, I disagree.

Craddick time and again picks and chooses how to rule on points of order based on the outcome he wants.

Remember the race for Speaker?

He bent the rules in his favor to be Speaker and has broken the rules to pass countless bad bills.  Yesterday Craddick  used the rules to keep kids off CHIP.

How much you want to bet that CHIP never gets on the floor again?
