Democrats Advocate for Restoring CHIP; Dewhurst Shows Ignorance

by: Matt Glazer

Thu Jan 25, 2007 at 11:28 AM CST

Dozens of Texas House Democrats hosted a press conference yesterday advocating for the restoring the Children's Health Insurance Program. Changes in the enrollment requirements for CHIP that were made in the 78th Regular Session in 2003 have directly led to hundreds of thousands of children losing their health coverage. (See more BOR coverage about CHIP here and here). One of the policy changes Democrats want repealed is for the period of renewal for CHIP to go back to once a year instead of every six months.

Lieutenant Governor David Dewhurst, responding to the press conference, said the following in a Dallas Morning News article titled, "Simpler CHIP law is sought":

"I don't think most people in Texas have a lot of sympathy for someone that can't fill out a two-page application every six months," said Mr. Dewhurst, the Senate's presiding officer.
Dewhurst apparently hasn't read the September 2006 Texas Health and Human Services Commission report, "Survey Report of STAR and CHIP Renewals and Non-Renewals." That report says that 76% of those who were denied coverage actually submitted a renewal application. We in Texas don't have a lot of sympathy for a Lieutenant Governor who doesn't know what his own government agencies are doing.

Vince Leibowitz at Capitol Annex has lots of coverage on yesterday's press conference here and here. The video below is an excellent news story that ran in Austin and San Antonio -- showing, once again, why Dewhurst just doesn't get it.

Dewhurst is getting meaner every session (3.00 / 2)
We thought that Craddick was the one with the heart size that was was 2-3 sizes too small.  Dewhurst is right there with him in mean spirit.

How dare people be poor! (0.00 / 0)
I'll bet he would be singing a different tune if he were required to fill out forms every six months for his own health insurance.
He probably only had to fill them out once, period.

He's making a statement here that people on CHIP are obviously lazy, they obviously don't have jobs (because they are lazy of course), and now don't even want to make time once every six months to sign their name.

What he doesn't seem to understand is that the people that can be covered by CHIP are often the working poor and probably work more hours and have less time to play the red tape game than he does. These people actually ARE, the Majority of Texans.

At least they were before CHIP was raped by the leg.

Prisoner of hope.

It doesn't matter (1.00 / 1)
Surely you have been in the business long enough to know that it makes no difference whether what Dewhurst said is right or not.  All that is required is that he had a good, short and easily remembered comeback that puts down the proponents.  The "facts" you cite will never reach 95% of those who heard or read his statement.  All they will remember is what he said. Damm good politics by Dewhurst.
