Rep. Dunnam's Letter to the ABCs

Below is the text of a letter sent to the fifty-five Texas House Democrats that voted "nay" on the motion to table Rep. Geren's amendment to Rep. Hartnett's amendment to HR 35 -- the vote that decided the Speaker's race. You can view the document by clicking here.
Dear Colleague,

When Tom Craddick stepped onto the House floor today, he honestly did not know if he would be elected Speaker. That alone is something that would have been deemed unbelievable four years ago, and indeed even four months ago. If only six members had voted differently, we would have different leadership in the House. Unfortunately, that 45-minute delay on Rep. King's Point of Order probably resulted in at least that many votes being flipped.

I am proud that House Democrats stood together today, committed to changing the direction of Texas - something voters in 2006 stated quite loudly that they wanted. House Democrats said enough to the four years of dictatorial rule and policy that threw hundreds of thousands of children off CHIP, increased tuition for all Texans, cut funding for public schools and put the special interests of the wealthiest Texans above Texas families.

The decision of whether or not the House would have a new Speaker has always been a Republican decision. There are 81 Republicans in the Texas House and, not surprisingly, a Republican Speaker. House Republicans had an opportunity to choose a new direction for the State of Texas, but they chose the status quo.

Tom Craddick obtained the Speaker's gavel in 2002 through illegal corporate money from TRMPAC and a redistricting map that was designed to elect 100 Republicans. Since that time, House Democrats have gained seven net seats, and we are poised to play a strong constructive role in the shaping of good policy this session.

My goal is for House Democrats play a positive role in shaping policy this session. I hope Mr. Craddick does become more inclusive and allow members to just vote their conscience and district. But that decision is solely in his hands.

Today was just the first round this session in our fight for our constituents and the people of the State of Texas. Once again we proved that we will stand up for our convictions and principles, regardless of threats or promised rewards.

Thank you for your courage, your trust and your friendship. We will never win every vote on the floor, but when House Democrats stand up and fight together, Texas can never lose.

Jim Dunnam and the other 26 Democrats that stood up for real democracy in the House yesterday deserve our sincere thanks. He is right when he says it was the Republican's decision to make, holding the majority position, the only thing the Democrats could do were to stand firm or acquiesce. Today we know who held firm. As has been stated so eloquently by Rep. Richard Raymond, we can only hope he is proven wrong, about the iron fisted way Craddick has ruled, and that there will be a more collaborative and open attitude in the House in this session.

The work of the 80th Legislature has just begun. There are very important issues to be resolved, issues affecting our children, our parents, our friends and families, and our communities, that must not be held hostage by the narrow mindedness of one man, or a few special interests.

The Democrats who stuck with their beliefs, the so called Courage Caucus can be proud of their committments to all of Texas and their communities, let's hope more legislators get on board and do what's best for Texas and their constituents, instead of what they percieve to be best for themselves.

I will be standing with them in this session, and I'm sure many other Democratic activists and leaders will be there supporting them throughout this sessiion.
Let's work to expand the effort they have put forth, let's help Jim Dunnam and the other committed Democrats in the legislature to strengthen their position by mobilizing Democrats and citizens everywhere in Texas, to get behind the best legislation put forward, to enrich the lives of all Texans.

Let's make Speaker Craddick understand that we will all be watching and acting to make this a more Deomocratic and open Government for the people of Texas.

I agree that yesterday's vote in the House will be an opportunity that we can not let slip by.  What happened yesterday in the House was historic.  Not only because we actually had a race, at least for a while, but because we had people actually standing up and challenging the status quo.  On both sides, I might add.  All of the speeches during the procedure resolutions on both sides were very passionate.  I would hope that since so many of the members who spoke in favor of open and transparent government and recorded votes, will follow up on their statements and support legislation to make that happen.  I fully expect to see the full membership to at the very least support a "recorded vote" bill this session. All of the votes by members on all legislation should be made available immediately to their constituents, preferably on the Internet.

I also noticed in HR35 that the call to have paper ballots because their voting equipment could not be trusted, would also mean that the voters of the state of Texas should expect that we will be offered the same security of a paper ballot bill in our elections.

Lets move this type of legislation forward.  More accountability, more security in elections, more transparency and more open government.

Because being against corruption and a dictatorial Speaker is a baseline for any political leader of either party.

The fact that so many fall short of that mark doesn't mean I'm willing to lower it one damn inch.
