40/40: Get to Know House District 106

I know, I'm a little behind on the 40/40 coverage. It's been a busy week. Here's some quick-hitting information, in case anyone wants to use it as a reference.

What is HD 106 like, you ask? I'll tell you the best I can, but if some folks who have actually lived/worked in Dallas could help me paint a better picture of this district (and HD 107) in the comments section, I'd appreciate it.

HD 106 - Katy Hubener vs. Kirk "Empty-Nester" England.

Here's a map of the district. HD 106 is an exclusively urban district, contained in the western part of Dallas county. Grand Prairie is the prominent town, of which Kirk England's father has been mayor for 13 years.

The district hits the state average in most areas (according to the Secretary of State's website) except one: value of homes. More than 62% of families live in homes valued between $50,000 and $100,000 (about 40% of families fit that category statewide). As a largely working-class family district, a great deal of the issues Hubener has experience in works perfectly for this district. Remember, she has a degree in education and works as a realtor (both sides of the school finance equation - schools and property taxes). The district is almost evenly split between Whites (about 65,000) and Blacks+Hispanics (62,000).

The western Dallas County district, which takes in most of Grand Prairie and a portion of Irving, supported Republican Danny Chandler in the sheriff’s race with 56 percent of the vote. At the top of the ticket, HD 106 voters solidly backed President Bush as well as Republican candidates for the U.S. House, Kenny Marchant (R-Coppell) and Pete Sessions (R-Dallas). Like HD48, the district is considered a 55-57% Republican.

Hubener was expected to have an excellent shot against Allen in the General, before he retired. Now, England - even though he's still a little wet behind the ears - can run off tremendous name ID and hope to learn the details of policy as time goes on.

The Dalllas Morning News endorsement for Hubener can be found here. One part that is being pointed out in her second TV spot (which we hope to have loaded by tomorrow) and on the campaign trail goes like this:

She knows the big issues down to the smallest detail, and she is on the right side: local-option tax election for transit (for), recorded votes (for), more money for public education (for) and an active governmental role in cleaning up North Texas air (for – she's been an activist on this issue).

Mr. England, 44, an insurance agent, is making his first run at elected office – and it shows. He told us that he decided to seek the office in large part because he "is about to be an empty-nester."

Numbers and mail in ballot numbers look good for Katy. Hopefully the GOP voters in South Irving will sit at home and find something else to do on tuesday.

District 106 Special Election: Kirk England, Who's Your Daddy? (0.00 / 0)
Kirk England, a Republican insurance agent with too much time on his hands, believes that he has the competence to represent Grand Prairie and Irving (District 106) in the next special session to solve that never-ending GOP political catastrophe, Texas public school finance.  His personal career mostly involves being an insurance agent in a business his daddy built.  He has no relevant political experience except for his daddy's connections. In the recent candidates' forum on Irving Cable Television Network, he boasted of his Grand Prairie political endorsements as if they were all his doing.  Throughout the whole forum Kirk England never once mentioned his father or his father's obvious role in these endorsements.  In a recent conversation I had with an Irving precinct chair, Tom Madrykowski, we both noticed that in England's
campaign literature he never mentions his popular father, perhaps in the hopes that the voters will mistakenly think they are one in the same.  Who's your daddy, Kirk?

The Dallas Morning News has already noticed Kirk's disturbing lack of understanding of important issues.  By the time of the candidates' forum he showed little if any improvement.  He completely failed to understand one question about lobbyists and gave up on it, appearing to not even know what a lobbyist is.  He only attempted
to address the question after he had heard his opponent Katy Hubener's answer, and he clearly didn't even know who Jack "Abramahoff" is.  His lack of understanding was sadly complimented by his lack of commitment in his solutions.  As he waffled on the topic of school vouchers, he was against them, then he was for them, then was against them, and then he was for them again.  It was easy to lose track through his repetitive and poorly rehearsed ramblings.

Should Grand Prairie and Irving voters entrust their schoolchildren and their communities in the hands of such a hapless daddy's boy?  If he were elected, his father wouldn't be able to hold his hand in the legislature, and then who would be his daddy?  Some lobbyist who takes advantage of  legislators who don't understand what they are doing, maybe another Jack Abramoff?  Perhaps a predatory and corrupt politician, maybe another Tom DeLay?  Do the communities of Grand Prairie and Irving really want to be taken advantage of this way?  Will Kirk England succeed in becoming the next piece of political shark food in the Texas Legislature, while schoolchildren pay the price?  Stay tuned to find out.  This special election takes place on February 28th.

Kirk England fails to gain over Ray Allen's last run. (0.00 / 0)
Kirk England a relatively clean (so far) Republican with excellent name ID, with a city hall political machine churning for him running in a special election, should have been pretty close to a best case Republican scenario compared to the race that Ray Allen had to run in 2004. Kirk England only polled .29% higher than Allen did.  This seat is looking less safe for Republicans all the time.
