Candidate Being Investigated by Military

David Harris, a Democratic candidate for a North Texas congressional seat, is under investigation by the military amid allegations that he carried on a three-year affair with an enlisted soldier under his command in the Army Reserve.

Harris, an Iraqi war veteran challenging 11-term Republican Rep. Joe Barton of Arlington, is accused of "conduct unbecoming an officer" for maintaining a "close and continuing relationship" with a female Army sergeant from 2003 though 2005, a military investigator said.

Military regulations forbid such relationships.

Maj. Frank Torres, the Army Reserve officer who investigated the allegations, said military officials are still deciding whether to proceed with a court-martial against Harris, who is a major. The complaint that sparked the investigation was filed by Jennifer Vaughan, 33, of Arlington, who was demoted by her commander after she acknowledged that she had an affair.

Harris, a former ROTC instructor at the University of Texas at Arlington, declined to discuss the matter. But when reports of the inquiry surfaced on several political Web logs, Harris and his campaign suggested that they were being spread by the Barton campaign.

"While I have made mistakes in my marriage and personal life, I remain committed to my relationship, my family and moving forward together," Harris, a 35-year-old father of two, wrote on his campaign Web page. "These personal attacks against me are an all-time low for the persons responsible for them. ...

"I will not engage in a campaign of negativity and I will not tolerate attacks against my family," he added. "Everyone makes mistakes, no one is perfect. I believe that the voters understand that."

A spokesman for Barton said the Republican lawmaker's campaign has made no attempt to publicize the matter.

"We're just not going to go there," said Craig Murphy, the congressman's political consultant. Barton's 6th District includes Arlington and south Tarrant County and extends southeast to Trinity County.

Vaughan transferred from the Army Reserve to the Air Force Reserve after returning from Iraq. She said she lodged a complaint because she was demoted in her new assignment from staff sergeant to senior airman while no action was being contemplated against Harris.

Her supervisors in the Air Force Reserve had already been alerted to the affair, but they had no authority over Harris.

"Why do I, as an enlisted person, have to lose a stripe over this while nothing happens to the officer?" Vaughan, who served as Harris' driver in Iraq, told the Star-Telegram. "I'm doing it because I have been treated so bad as an enlisted [person]. And as an officer, he's getting away with it, and now he's running for Congress."

Vaughan said that she and Harris ended their relationship in 2005. She turned over e-mail correspondence between her and Harris to Army investigators. She also provided copies to the Star-Telegram.

Vaughan has also sent a letter to Barton seeking his office's help to transfer to another Air Force Reserve unit. Murphy said Barton's office forwarded the letter to U.S. Sen. Kay Bailey Hutchison to avoid any appearance of partisan politics. Hutchison's spokeswoman said the senator typically does not discuss correspondence with constituents.

Torres, the Army investigator, said he interviewed Harris and "a dozen or so witnesses" during his six-week inquiry and found nothing to contradict Vaughan's assertions about her relationship with Harris. Torres declined to discuss the specifics, saying only that his report has been turned over to his superiors.

"All I can say is that I did a thorough investigation into the allegations," Torres said. "This is something the military takes very seriously. The military has very specific guidelines as it relates to relationships between officers and enlisted personnel."

Harris, who enlisted in the Army in 1992 and became an officer two years later, became active in the veterans-for-peace movement after returning from Iraq in 2005.

The Uniform Code of Military Justice leaves punishment for conduct unbecoming an officer up to the court-martial.

DAVID HARRIS IS NOT UNDER INVESTIGATION (5.00 / 1)
The Star Telegram failed to verify their sources throughly. Reposting that story without clarification is misleading. David Harris disclosed the affair shortly after he declared for office. That is old news. He cooperated with the military in the examination and HAD ALREADY RECEIVED an administrative reprimand BEFORE VAUGHAN filed the complaint with Joe Barton's office AGAINST HER COMMANDER. The ongoing investigation is not against Harris.

If this were a military investigation, that would be one thing. It is a CONGRESSIONAL INVESTIGATION originating from a complaint out of JOE BARTON's OFFICE by a woman who was investigated by the military for misuse of governmental computers to write harassing e-mails. She targeted Michelle Harris and the Harris's turned over the e-mails. That's why Vaughan lost the stripe! This broad appears to be a nut case.

Kay Bailey can run with this one but she'll probably get a black eye if she attempts to run too far with it. This is not a case where a female soldier was discriminated against and the male officer got off. It's a case where the female soldier probably wouldn't have even been disciplined and the officer got an offical reprimand. If she hadn't insisted in attempting to terrorize the Harris family, she probably would not have lost a stripe.

The Harris family has has the backbone to
1. BE UPFRONT WITH THE VOTERS FROM THE START
2. TAKE RESPONSIBLITY FOR THEIR ACTIONS
3. REFUSE TO BE BLACKMAILED AND TERRORIZED BY A STALKER
4. ROLL OVER AND RUN AND LEAVE THE FIELD OPEN FOR SMOKEY JOE TO GO ON ABUSING AND NEGLECTING US.

If this were a MILITARY INVESTIGATION that would be one thing. Vaughan is referring to her CONGRESSIONAL complaint about her Commander. I doubt that anything will come of that. Vaughan probably wouldn't have been disciplined if she'd have done what Harris did: ie get the head straight, face the consequence, and move on.

I fight for the protection of women but this woman is misusing the process. She's a disgrace to the military. As enlisted, she is viewed as the "less responsible."  Under military law she gets the benefit of the doubt. As a woman who lives in the town where she currently resides, I promise you I measure her as a woman who chooses to position herself as a terrorist to another of my neighbors. Texas women know how to close ranks against broads who don't have the sense to know when to quit. Under military law she lost a stripe. On the pavement of the shopping center, if she spouts off with the wrong Texas gal standing near by, she'll might regain a few stripes. Believe me, that has nothing to do with the man being a candidate for Congress. He could be applying for a job as dog catcher. There are principles here and this broad is going against all of them!

This woman appears to me to be a nut case. She posed as a reporter in some of the e-mails and made threats to the Harris family. Much of the harrassment was targeted at Harris' wife. MICHELLE HARRIS and DAVID HARRIS turned over the e-mails to the military and cooperated fully in the investigation. The Star Telegram broke a story without verifying their sources throughly enough. Bloggers picked it up without verifying it.

Since then, documentation has been released which substantiates the Harris statement that he is not under investigation. Vaughah has gone on blogs and stated that she filed a complaint leading to a Congressional investigation of her commander for her losing a stripe after the Harris' complained of "someone using a government computer to write harrassing e-mails." Computers and e-mail accounts leave an electronic trail and they led back to Vaughan. The woman appears to be a pathological liar. She is definitely a stalker.  Barton turned the complaint over to Kay Bailey Hutchinson's office. Kay better be careful. This one can easily backfire on her.

Let's look at the men. Both have children. Both have obviously been less than perfect husbands. Harris got his head straight and went to counseling and together Michelle and David Harris have tackled tough personal issues and gotten to a better place for themselves and their children. Joe Barton divorced his wife, abandoned his three kids and married his sweetheart. Many people do that.

Harris stepped forward and faced responsiblity for his actions as an officer and as a husband. He's faced official investigation by the military and a more through PERSONAL EXAMINATION by his wife. I've met this gal. I bet anything the military can dish out is mild to what Michelle can dish out. She is not a lay down and roll over and stomp all over me kind of gal. She's a fighter. She's intelligent, articulate (VERY ARTICULATE) woman. She knows David Harris better than any of us. She believes that he will be a damned good Congressman. She is his strongest backer! That says a lot to me. Michelle Harris understands his strengths and his weaknesses. Every man and woman in Congress has both. I'd prefer to know what we are getting before we vote for them. David told us.

We have two men to choose between for US Congress TX House 06:

HARRIS vs BARTON

Do we refuse to give David Harris opportunity to serve us while returning JOE BARTON TO CONGRESS?  Look at Barton's character. Look at the times he's said one thing and voted opposite the next day. (For instance on Katrina Funding and on Saving the horses). Do we allow him to continue blocking initiatives to try to slow Global Warming? Speak of MORALS... HOW MORAL IS IT TO VOTE AGAINST EXTENDING THE VOTING RIGHTS ACT?

There are morals and there are morals. David Harris stands head and shoulders above Barton. He's also a more saavy campaigner than many other higher profile men who've had personal involements they shouldn't have. Most of the others tried to hide it. Harris came forward shortly after he filed for office and told us up front so that we'd be able to make up our minds knowing the truth. I respect that. I wish he were perfect. I regret that he and Michelle and their children have gone through such a difficult time. I respect them for having the spine to tell us the truth. I also repect them for not hiding from the publicity and enabling this stalker to continue terrorizing her.

Barton and Hutchinson can take this and run with it. When they do it will be a black eye for them more than for David T. Harris.
