Michael Quinn Sullivan: Lobbyist, Reporter, Scofflaw

In one of the more divisive developments with fringe Republican Michael Quinn Sullivan, Sullivan has perhaps started to play a little too loose with the rules.

Dan Branch, statewide candidate for Attorney General released an email sent to his campaign from none other than Michael Quinn Sullivan seeking a comment for a story Sullivan was writing for Breitbart News. Sullivan and his PAC Empower Texans have endorsed and funded Branch's opponent Ken Paxton in the run-off for Attorney General's race. Paxton is a tea party favorite of some sort.

While Sullivan was simply looking for a comment from the hyper conservative media outlet he writes for, it's not surprising that Dan Branch's campaign has taken this as a direct attack from Ken Paxton's campaign. Perhaps if MQS played a little nicer, a little bit fairer, he might not get so many powerful enemies within his own party.

The embattled Michael Quinn Sullivan really has a poor history of playing by the rules. He's been the subject of three ethics complaints that are currently under investigation by the Texas Ethics Commission, and in an effort to avoid any transparency, he simply filed a federal lawsuit against the same people who are investigating him.

Sullivan has repeatedly refused to cooperate with these investigations, most notably writing the word, "Nuts" on a formal letter soliciting his response to a complaint. Most recently however MQS and his PAC, Empower Texans, are suing the Texas Ethics Commission in Federal Court instead of making simple financial disclosures. Yes you read that right.

This latest attempt is a perfect and blatant example of how Michael Quinn Sullivan really does have trouble following the rules. Longtime capitol lobbyist and attorney Steve Bresnen told Quorum Report when the story broke:

"This is the second time Mike's asked a court to seek special treatment and derail enforcement of Texas ethics laws. He fell flat then and he'll fall flat again. He has a March 5th deadline to tell the truth," Bresnen said. "I will evaluate my options and intervene in the suit to defend Texas law if the rules allow. Either the rules apply to all of us or none of us and then there are no rules,"

MQS has also had discrepancies with his PAC's ethics filings with the IRS and with the Texas Ethics Commission. In fact one glaring error was a $372,000 mistake.

The Texas Ethics Commission is scheduled to have a special meeting regarding Sullivan's case in April.
