Radnofsky: Let's Talk AbbottCare

Remember that time when Greg Abbott was ok with insurance mandates?

Forget ObamaCare.  Barbara Ann Radnofsky says we should talk about AbbottCare.

The main point, says Radnofsky, "AbbottCare is inconsistent with Mr. Abbott's lawsuit against the federal health care bill.  I call on Mr. Abbott to withdraw the lawsuit."

From the Radnofsky Campaign's press release, regarding legislation that Attorney General Abbott had proposed:

The Attorney General's proposal, deemed AbbottCare by Democratic nominee for Texas Attorney General Barbara Ann Radnofsky, was the source of a 2009 law, which mandated the Office of the Attorney General to "develop and implement a statewide program to address the health care needs of children in Title IV-D cases for whom health insurance is not available to either parent at reasonable cost."

The Bill analysis reflects the goal of the 2009 Texas law: "to ensure that children in the child support system are covered by health insurance. Federal law requires parents in the child support system to provide health coverage for their children."

Why would the Texas Attorney General embrace federal mandates to require individuals to purchase health insurance?  Money. Federal money. The Office of Attorney General explained "the imperative" to produce more orders for medical support in the Request for Proposal for services for the Texas Child Support Enforcement System. Buried at page 151 under section 4.4.8.8 of  T2 TXCSES is the following language:"...beginning FFY 2009, the establishment of medical support will be one of the performance metrics by which the Office of Attorney General will be measured to garner incentive funds. Therefore, it will be imperative to increase the percentage of cases with a medical support order."<?blockquote>

Abbott Care - Radnofsky (3.00 / 1)


You know, it's not just the hypocrisy "I was for it, now I'm against it." It is also the hypocrisy of the entire "States Rights" argument.


On KRLD talk radio early this afternoon, I heard Dallas County Republican Chairman, Jonathan Neerman, assert that all Republicans support the end to the pre-existing conditions exclusion for health insurance.


This surprised me. I would have thought that if all Republicans support this, and if all Republicans believe in "States Rights", then all Republicans would have pressured the State Insurance Board to require that insurance companies doing business in Texas abandon the pre-existing conditions exclusion in policies of insurance companies under the jurisdiction of the people of Texas.


Jonathan Neerman was responding to a KRLD talk show host (Scott) about the baby (Houston Tracy) born March 15th in Crowley, Texas, who had a pre-existing heart condition. Coverage was denied by his father's health insurance as soon as the condition was known. (See, http://bit.ly/9w4b0U) Neerman claimed that Republicans were universally opposed to pre-existing condition exclusions" and would have taken care of that problem if the Democrats hadn't shut them out of the Health Care Reform debate.


In my opinion, Democrats should make this a cause celebre in Texas leading up to the election in November.


Just as Republicans sat on their hands for the 12 years they controlled Congress, Governor Perry and Atty Gen. Abbott have sat on their hands for over a decade while the State Insurance Board was allowing insurance companies to get away with denying coverage based on "pre-existing" conditions. Now, baby Houston is paying the price for the malfeasance and hypocrisy of Gov. Perry, Atty. Gen Abbott, and the entire statewide Republican leadership.

as you've shown here, they'll claim to have been misunderstood and/or shut out of the process. It's a terrible situation for them.

If they have been understood for all these years, then they've failed horribly. And they should be replaced across-the-board in November.

It's such an easy fix to being misunderstood by so many and for so long.

has peaked too early. They won't be able to sustain the passion until November -- especially after the public realizes that this weak, timid health insurance reform is nothing but warmed over BobDolecare from 1996.


I wanted single payer. I wanted Medicare 55. A lot of people wanted real reform. But, since the Republicans have so badly overplayed their hand, it now makes sense to me that the reforms were tepid and lukewarm. It makes it so easy to show that the Republicans are just yard dogs barking madly at every car that goes by.


It seems a shame to trade real reform for a chance to show the world what kind of wierdos inhabit the Republican Party. But, maybe it's worth it.
