July 02, 2004Slightly less crazy than the craziesBy Jim DallasBrad DeLong links to Tyler Cowen's ripping of the Bush administration's god-awful Cuba policy. The White House is focusing on tightening the embargo and travel restrictions on Cuba, which will have the primary effect of eliminating American competition to European investment in Cuba, and just generally pissing people off. This is neither a hawkish position, nor a dovish position, nor a realistic position. It just basically defies explanation. And unfortunately, it's probably going to be the consensus opinion in Washington. Here's DeLong:
Exactly. As I mentioned earlier, this is not a truly hawkish position. A hawkish position on Cuba would involve invading Cuba and carpet-bombing the Revolution. Consider:
It seems to me the argument for invading Cuba was always about as strong as the case for invading Iraq; indeed it ought to be stronger for the following reasons:

The more I think about it, the more I can empathize with Curtis LeMay. Yes, invading Cuba on the flimsiest of pretenses is an absolutely crazy plan, but it would be a slightly less crazy foreign policy than, you know, the foreign policy we're actually adhering to at the moment. What we need, of course, is a non-crazy Cuba plan (that might involve finally normalizing relations), but it isn't in the interests of the politicians in Washington to get with the program. Lotsa luck on a non-crazy plan on Cuba. I always wondered why we were stuck in neutral when it came to Cuba. No administration could decide whether to invade it (especially after the fall of the Soviet Union) or normalize relations with it (like we are doing with China). Now the Shrub is pissing off the only Latinos (as a group) who vote Republican. In Florida, no less (well, the majority of Cubans). The Village Idiot has now pissed off the Cubans and the Mexicans. Castro is old -- like 80 -- and will die of natural causes RELATIVELY SOON. Castro's regime is such a personality cult, no one will be able to stably succeed him. Thus, it is reasonable to forecast a civil war in Cuba in the near term. Our new "current" policy on Cuba cuts us out today, which means we will be at a disadvantage when that Civil War (which may involve the repatriation of the government-in-exile in Miami) actually takes place. While the "500-mile-long" aircraft carrier line is cute, the main reason for not doing Cuba while doing Iraq is based on the same premise: proximity. We can hit Cuba quickly . . . and, Cuba will hit South Florida with something, and that will not go over in the land of "I can hit you but don't dare hit me." Considering we can't interdict Cuban refugees in orange crates until they're halfway her, floating at 3 knots, Castro can get something here and completely freak out the residents of Amickeyca.
