House passes redistricting map
By Jim Dallas
The vote was 77 to 59 in favor.
The Houston Chronicle , San Antonio Express News, and Fort Worth Star Telegram have more.
Quorum Report notes that the House is currently taking up HB1, moving the primary date back a week, and that the first lawsuits are already flying.
The Austin American Statesman reports that 4 GOP Senators are skeptical about the map -- enough to kill the map if they hold firm.
Senator Troy Fraser of Horsehoe Bay says he is a solid "no". Sen. Bill Ratliff of Mt. Pleasant has been opposed to redistricting all along. The other dissenting Republicans are Sen. Mike Jackson (La Porte), and Sen. Teel Bivins (Amarillo).
Debate in the Senate continues, with the outcome suddenly uncertain.

The Senate is At Ease...what's going on?
A little time out for Tom Delay to apply the cattle prod to potential renegades, probably.
Why didn't the House Democrats leave again? If they had, would it have killed it?
Unless Whitmire had a last-minute change of heart, it wouldn't work. All 11 Dems would have to skee-daddle to pull off another quorum bust-a-move. Even if that happened, Perrymander would just call another special session. There's no hope now except the Voting Rights Act challenge, and that may well succeed.
Oops, sorry, I just re-read and realized that you were referring to the House, not the Senate Dems. My bad. Still, the result would have been yet another special session.
They don't have the votes yet! Staples is moving for postponing consideration to 8:15!
Are they going to adjourn for the Texas-OU game? Maybe take the weekend off? Give the democrats enough leeway to fillibuster the thing to death?
I read that they do not plan to adjourn for the Texas-OU game. The Republicans will get this map passed if they have to kill somebody, and you know I'm not exaggerating much. Bill Ratliff better watch his back.
Yeah, if they can hold this off to next weekend, I'll bet Gonzalo's got a filibuster in him...
Byron, they've ended debate on HB3, so I don't think that will work.
I noticed that Bivins was shepherding some bills giving money out, so I wonder if he cut a deal for his vote.
Well, Quorum Report says that the Senate is holding redistricting hostage until the House passes the government reorg bill. Problem is, the House apparently lacks a quorum at present.
tick, tick, tick. . .
